Barcelona City Council’s Commissioner for European Affairs drives Barcelona’s activity in Europe
Coinciding with the start of the 2024–2029 European mandate and with the aim of bolstering Barcelona’s leadership position in the continent, Mayor Jaume Collboni has made a firm commitment to increase the City Council’s activity at the European level (something that has always been carried out dynamically, both through bilateral relations and within city networks) and to relaunch the city’s presence in EU institutions through the creation of the Commissioner for European Affairs by late 2024.

Barcelona's international strategy is one of its six pillars in bilateral relations, since the exchange of good practices and cooperation is something that helps improve the management of the city and, therefore, has a direct benefit to the city. It also contributes to deepening the feeling of belonging to the European Union.
This is based on cooperation agreements, which usually present a narrower spectrum of cooperation scopes and a limited temporal validity. Barcelona has established strong links with different European cities through collaboration agreements in various fields of activity. On the other hand, there are the Germans, which have traditionally been an excellent means of working abroad and establishing formal contacts with other European cities. The city is Germanized with several European cities. The first German city was Montpeller, on November 23, 1963.

At the European level, it is worth highlighting the network's participation in Eurocities, the network of major European cities, of which Barcelona was a founding member. This network is a major platform with two main objectives:
- On the one hand, it provides a voice for European cities within the EU institutions so that cities see their role as essential actors in the process of European integration recognized—that is, exercising political lobbying within the European institutions.
- On the other hand, it constitutes a platform for sharing ideas, exchanging experiences, and developing innovative responses within the framework of a common reality and problem. The network promotes exchanges, technical cooperation, and participation in transnational projects, as well as the organization of and participation in European-wide campaigns.
