To speed up your municipal procedures, ask for an appointment at the Citizen Help and Information Offices (OAC) for: the local population register, municipal tax office, town planning, building work and business activities, paperwork relating to domestic animals, mobile ID and digital certificates, among others.

Are you having problems paying for your flat? Do you want to find an affordable rental flat? Do you or your local association need help repairing your home? Are your neighbours being a nuisance?
The Ciutat Vella Housing Office will attend to you in person and study your case so they can provide you with the best solution. They will give you legal advice and help you apply for grants or request an affordable rental home. And in cases of extreme necessity, they can enrol you on specific programmes to prevent exclusion or homelessness.

If your labour rights are being abused, you have questions or you need advice, come to the Ciutat Vella Labour Rights Office, promoted by Barcelona Activa and the Ciutat Vella District in partnership with the district’s labour networks and unions.
As a worker, you have rights and duties which your employer must respect. All jobs must guarantee basic employment conditions, such as having a contract and being registered with Social Security, earning the minimum wage, and a limit on working hours. Be informed!

The PIAD offices are local municipal services offering information and help on all matters of interest or concern to women. They provide access to the city’s different resources, in employment and labour law, associations, culture, education, and other areas. They also offer free counselling and legal advice. The Office for Non-Discrimination (OND) works to ensure equal rights for everyone and to help build a fairer, more cohesive society. It helps people affected by any type of discrimination, giving them legal advice on how to make official complaints, and works to raise awareness among the citizens of Barcelona.
The OND takes action in situations of discrimination due to age, gender identity, sexual orientation, origin, religion, language, nationality, health, disabilities, socioeconomic situation, etc.

The CIAJ (Youth Information and Advice Centre) provides personalised, professional attention free of charge, on all areas of information of interest to young people: jobs, training, associations, housing, culture, sport, leisure, health, tourism, volunteering, etc.
The CIAJ also offers other resources and services, such as lectures, workshops, exhibitions, debates, employment advice services, advice on sharing housing, entrepreneurship, international travel and mobility, coaching for young job-seekers, reference materials, multi-purpose spaces for use by young people, processing international ID cards, etc.

Do you want to use less energy at home? Do you understand your electricity, water and gas bills? Do you need guidance on how to get subsidies or process paperwork? What can you do if you have difficulty paying your electricity, water or gas bills?
Being cold at home is not normal. It isn’t normal to stop using your cooker or your washing machine because you can’t afford your electricity, water or gas bills. If you can’t keep these utilities because you’re short of money, go to the energy advice office. There you can find the tools you need to defend your right to energy.
Barcelona City Council wants to ensure that people at risk of exclusion or homelessness living in the city of Barcelona do not lose their energy supply, as set out in Law 24/2015. Electricity, water and gas are basic rights and everybody is guaranteed access to them.

The 2016-2021 Ciutat Vella Economic Development Plan is a road map towards the strengthening and socio-economic transformation of the district over the next five years.
Created in dialogue with local residents and the community, businesses and social structures of the neighbourhoods, and driven by the Ciutat Vella District and Barcelona Activa, this document is intended to guide us as we work to encourage collaboration and co-production between the different local agents, in order to build a new economic model for our neighbourhoods: a plural, diverse and solid economy which centres on the needs of the population.
Thus, the economic development that it is intended to promote can contribute to creating wealth and employment, while providing care and attention for issues like job quality, social justice, gender equality and interculturalism, as well as the impact of the district’s economic model on the environment and on how its citizens get on together.
In order to bring this model of a plural, diverse and solid economy, centred on people’s needs, closer to reality, the Ciutat Vella Economic Development Plan will focus especially on the following economic areas or sectors:
