Alternative measures to penalties
These are non-remunerated educational programmes, activities or services for public use and social interest, personal development plans, mediation, or a combination of all these, that can be undertaken by someone who has acted in contravention of municipal bylaws.
This possibility is offered as an alternative to the imposed fine or as a complement to a judicial measure while the penalty has not been confirmed through administrative procedures.

Barcelona residents may choose an alternative measure to a fine for coexistence and civic behaviour offences. This includes both adults and minors. Furthermore, everyone has the right to be informed about this possibility, provided that they meet the necessary requirements.
If the offender is a minor, and in line with the educational goal of the alternative, the City Council expressly offers this possibility.
The replacement is carried out in accordance with an individualised plan produced by specialised personnel. The type and the time dedicated to the alternative are established according to criteria of opportunity and proportionality with the fine and the offence committed.
The measures are thus also adapted to the offender's capabilities and the availability of the services and organisations that have reached an agreement with the City Council's fine replacement programme.
Fine replacement measures may last no more than six months, or three months in the case of minors (from the alternative measure's starting date).

In the case of criminal offences (except for traffic offences) with sentences other than custodial sentences (serious offences), penalties may be replaced by community work (for adults) or by community services involving mediation, socio-educational or reparation programmes (for minors).
The programme is managed by the General Directorate for Criminal Enforcement in the Community and Juvenile Justice of the Department of Justice, Rights and Memory, and the Municipal Prevention Services coordinates compliance with the alternative measures through each district's prevention specialists.
