What is the 2030 Strategy?

The Strategy for the Social and Solidarity Economy in Barcelona 2030 (Strategy #ESSBCN2030) is the expression of the joint work and commitment of the Barcelona SSE community and the municipal SSE policies. It is the result of the joint work of 203 people and 147 SSE entities, which generated more than 500 proposals.

In addition, the document has also taken into account the Sustainable Development Goals of the United Nations 2030 Agenda. Its final version was approved on September 16, 2020 by the Participatory Area and from now on will be the roadmap for municipal public policies and the city's SSE actors in the coming years.

On June 23, 2021, the Strategy became the City Agreement for the Social and Solidarity Economy Strategy in Barcelona 2030 (Agreement #ESSBCN2030). This agreement also involves the creation of the Joint Participation Space that provides continuity and reinforces the participatory process launched. This space within the scope of the ESS and the Barcelona City Council, through the Directorate of Cooperative, Social and Solidarity Economy Services, promotes joint work and shared governance of the #ESSBCN2030 Strategy, in line with other similar spaces in the city council.

The membership process is currently open for companies, initiatives and organizations from the Social and Solidarity Economy of Barcelona that wish to formalize their participation.

About participation and adherence to the #ESSBCN2030 strategy

The ESS entities and the Barcelona City Council established a participation and governance model to articulate the participation of the affiliated initiatives, organize decision-making, structure the exchange of information and define the spaces where the Strategy will be developed and evaluated. This last objective is important in order to adapt it to the reality and changing needs.

There are two levels of participation and decision-making: that of the promoting organizations, which have actively participated in the development of the Strategy; and the adherents, for companies, organizations and entities (with total or partial links with the ESS) that incorporate it into their realities. The promoting organizations will also be divided into three work spaces.

The Motor Group will act as the executive body, and will help in the development of annual work plans, the management of the technical space and the organization of relevant activities.

The Participatory Area, made up of all the promoting entities, will serve as a driving force for social and economic transformation and will oversee the development of strategic lines of work. Finally, and according to the needs detected, working groups will be created to promote specific actions, proposals and articulate debate spaces.

In the case of the adherents, and to guarantee transparency, the construction of a story and evaluation, a Biennial Congress will be organized that will allow progress in the implementation of the #ESSBCN2030 Strategy, establish new challenges and share the milestones achieved.

The planned participation and governance spaces do not imply the creation of new spaces, but rather seek to take advantage of and make permeable those already created and consolidated on the different themes and sectors of the SSE in the city.

Structure of the #ESSBCN2030 strategy

The #ESSBCN2030 strategy establishes 8 general strategic lines that address various economic sectors considered key to solving the city's main problems. Through around thirty indicators, the document sets milestones for:

  • Increase the weight of the SSE in the city's economy
  • Position it as a prestigious reality for Barcelona
  • Create strategic structures that strengthen it
  • Extend it homogeneously throughout all neighborhoods and districts
  • Generate more frameworks for co-production of public policies with the SSE
  • Contribute to preventing and reducing social inequalities within the city
  • Develop levers that promote the Strategy, such as conscious and transformative consumption or responsible public purchasing and contracting
  • Mainstream the challenges of the digital economy, the feminist economy, migration and the energy and ecological transition, in addition to giving more prominence to youth

In order to achieve these objectives and ensure the expansion of the SSE in Barcelona, ​​the #ESSBCN2030 Strategy also identifies 10 city projects. These levers must allow the strategic lines to be promoted in a significant, coordinated and prioritized way. The city projects included in the strategic document are:

  • The promotion of sectoral plans and strategies to promote the SSE
  • The creation of a mixed fund to promote investments in SSE in the city
