Framework Agreement for the development of ICT projects of Barcelona City Council
Introduction
In 2018, we embarked on the process of drawing up a framework agreement for the development of ICT projects. The company selection process started in 2019. This involved an open tender process under which more than 109 companies took part. Formalisation of the first approved lots started in late 2020.
The subject of this framework agreement is consultancy, including both technological and strategic consulting, development and upgrading of applications, as well as other services to support the execution of projects that may be undertaken by either the Municipal Institute of Information Technology (IMI) or other Barcelona City Council bodies that have signed the framework agreement for the development of ICT projects.
The aim behind the implementation of the framework agreement is to streamline the procurement process and reduce the time required for the awarding of ICT projects.

Lot structure
The framework agreement for the development of ICT projects is divided into three groups of Lots and into 8 different Lots and sub-lots.
- Lot 1: Strategic and ICT Process Consultancy (strategic, organisational and process consultancy, and preliminary design consultancy)
- Lot 2: Technology Consultancy
- Lot 3: J2EE
- Lot 4: SAP
- Lot 5: Data Analytics
- Lot 6 PYTHON, which is divided into two sub-lots:
- Sub-lot 1 (Information Systems)
- Sub-lot 2 (Applications)
- Lot 7: Technical Office

The profiles included must be used in the contracts based on framework agreements with the same role as that stated in the framework agreement. However, you can use profiles assigned with a different role if:
- They fulfil the expertise and better assessment criterian
- The replacement has a higher rate than the required profile
In some tenders, where so provided in the administrative terms and conditions of the contract based on a framework agreement, the addition of profiles that were not included in the framework agreement may be offered as an improvement. The addition of such profiles and the dedication offered in relation to them may result in less dedication by the team originally envisaged in the specifications provided that the minimum dedication of profiles required is respected.

Yes, it is possible for optional profiles that have not been assigned during the approval process or when they are improvement profiles (additional to the assigned team) foreseen in the schedule of specifications or in the administrative conditions document of the contract
