The Office for Non-Discrimination (OND) is Barcelona City Council’s municipal service working to defend, protect and guarantee human rights in the city.

The OND acts against discrimination on the grounds of age, gender, sexual orientation, origin, religion, language, nationality, health and disability or in socio-economic situations, among other things.

Such forms of discrimination can become hate crimes, though they also manifest themselves in more subtle and invisible ways. That is why the OND also works to raise awareness of discrimination in the city.

If you have been or are at the receiving end of discrimination or a hate crime, the OND will offer you:

  • Legal advice and psycho-social care
  • Mediation and reconciliation as tools for managing disputes
  • Development of disciplinary capacities in cases of discrimination

If you are acting within the sphere of defending human rights, the OND will offer you:

  • Venues and resources for holding activities
  • Collaboration and support for entities involved in human rights

If you are acting against discrimination, the OND will:

  • Provide you with information on human and citizen rights
  • Organise awareness-raising training and initiatives through the Human Rights Resource Centre
