The process for the Strategic Plan for 2016-2019 started towards the end of 2015 with a preliminary design stage, during which an evaluation of the previous Strategic Plan (for 2010-2015) was carried out, and where account was taken of initiatives such as the World Tourism Ethics Code, Biosphere certification and the local agreement for managing and promoting responsible and sustainable tourism.
The diagnosis stage, which continued up to June 2016, was aimed at detecting the challenges arising from tourist activities through several forums and participation roundtables, such as the discussions on the Municipal Action Plan (PAM), municipal technical roundtables and working groups on specific themes.
The proposals stage, which was carried out from June to December 2016, was used for defining the strategic goals of municipal policies, discussing and debating the proposals collected on tourism and drafting an action framework as a guide for the municipal government.
Barcelona City Council's Tourism and Events Department is responsible for boosting the implementation of measures derived from the various action lines. It sets out an annual action plan detailing the players involved and each programme's schedule, for the purposes of consolidating the strategic goals established under PET2020.
The aim is to have a document approved at the start of 2017.
