Diagnosis of the different Participation Councils in relation to schedules and operational meetings.

Convene all Councils in a joint session to carry out a shared diagnosis of the current organisation and schedules (approximately 2-hour working session). Analysis of the current Council schedules to identify good practices and opportunities for improvement. This is a measure agreed upon in a meeting prior to the Covid-19 crisis.

  • Raising awareness of the need to carry out certain actions at meetings, gatherings, etc. for a more efficient use of time.
  • Preparation of a final report detailing a single code or set of guidelines on operational meetings and schedules.
  • Presentation and distribution of the guidelines among the different Councils.
  • Progressive implementation according to the realities of each Council.
  • Technically conditioning the rooms and spaces for participation so that they are equipped to broadcast participatory events or happenings (conferences, seminars, presentations, etc.) online, with a large number of people in attendance.

All sessions of the city's participatory bodies are held at times agreed with their members, and in four years, 100% of the sessions are convened between 4 and 6 p.m.

Neighbourhood council meetings have also been adapted to the new time requirements. Previously, they were convened after 7 p.m., but in recent years this has been brought forward by one hour and they are now convened between 6 p.m. and 6.30 p.m.

Time impacts:

  • Promotion of awareness and knowledge about the uses of time.
