Implementation of telecommuting in the City Council's workforce
The Agreement to Regulate Working Conditions at Barcelona City Council for the 2021–2024 period, negotiated at the Barcelona City Council General Negotiation Board and approved by Barcelona City Council and trade union organisations CCOO and UGT, and the revised text of the Barcelona City Council Civil Servant and Employee Working Conditions Agreement for the 2021–2024 period provide for the following: ‘Remote work will be regulated through an implementing regulation that will be negotiated in advance by the general board, within the first three months of validity of this agreement, and that must develop these principles.’
In accordance with the Agreement to Regulate Working Conditions at Barcelona City Council for the 2021–2024 period, on 12 May 2022, a meeting of the General Negotiation Board was held with trade unions, and the proposal to regulate remote work at the City Council (Remote Work Implementing Regulation) was approved.
From now on, the list of jobs must specify the jobs that can be done remotely and those that cannot, whether due to service reasons, the specificity of the tasks, citizens’ best interests or citizens’ needs.
