Section on time policies in the Gender Impact Report for the 2024 Budget

Barcelona City Council carries out a gender impact assessment for the municipal budget. It analyses staff costs, identifies which expenditure programmes exacerbate or reduce the gender gap and promotes budgetary corrections to promote equality. City Council also examines whether its overall budget transforms or perpetuates gender inequalities among city residents as a whole.

This report features a section that takes an in-depth look at the gender impact analysis of the budget in relation to time policies. The Time Agreement is based on a set of principles that seek to make time a citizen right and aim to ensure a healthier, more egalitarian, sustainable and efficient organisation of time. These principles take shape in different areas: time and health, time and education, time and caregiving, time and participation, time and services in the city, time and work in companies and organisations, and time for mobility and information and communication technologies (ITCs).

This year (2024) saw a series of 39 initiatives that are significant from a time perspective, which coincide with the initiatives from the previous period. However, as is the case in the rest of the analysis, there are other budget programmes that have not been included in the analysis which also undertake time-related initiatives and which are therefore not included in this report.
