The Barcelona City Council formalizes its participation in the Metropolitan Pact for the Right to Time and the Catalan Network for the Right to Time as collaboration spaces in time policies.

uring 2023, the Barcelona City Council has formalized its participation in the Metropolitan Pact for the Right to Time and the Catalan Network for the Right to Time. These spaces, which respond to the promotion strategies of time policies from both the Metropolitan Area of Barcelona (AMB) and the Catalan Government, respectively, have had the impetus of Barcelona since their conception. Thus, the spaces for promoting the right to time have Barcelona’s prominence both in the metropolitan and Catalan contexts, making available to inter-institutional collaboration with other institutions the learnings and knowledge arising from the Barcelona Time Pact, with ten years of history.

It is important to note that the Metropolitan Pact for the Right to Time becomes a roadmap for the AMB and the metropolitan municipalities that join to develop the Barcelona Declaration on Time Policies. Among other commitments, there is a willingness for information coordination, standardization of data on time uses, specific public policies, and knowledge exchange.

On the other hand, the Catalan Network for the Right to Time becomes the autonomously scoped space created by the Generalitat de Catalunña that integrates the social and productive fabric, local entities, and research institutions in the field of time. The Network works to create and disseminate knowledge about time organization with a gender perspective; facilitate the exchange of experiences to generate social transformations, and promote collaboration among key agents in Catalonia to ensure the right to time for all citizens. After its first general meeting, which took place during Time Use Week, it highlighted the driving role that Barcelona organizations have in implementing the right to time.

Beyond the territorial scope of both spaces and the specific projects that may develop in them, the formalized commitment by the Barcelona City Council allows for the continued promotion of time policies in Barcelona, advancing towards a healthier, more equal, efficient, and sustainable society.
