#ESSBCN2030 Strategy
What is the 2030 Strategy?
The Barcelona 2030 Social and Solidarity Economy Strategy(#ESSBCN2030 Strategy) is the result of collaboration between Barcelona's SSE community and municipal SSE policies, and their hard work and commitment. It is the fruit of the joint work carried out by 203 people and 147 SSE organisations, who generated over 500 proposals.
The Strategy document also takes into account the UN 2030 Agenda Sustainable Development Goals. Its final version was approved on 16 September 2020 by the Àmbit Particiat (Participatory Area) and from now on it will be the roadmap for municipal public policies and city SSE stakeholders in the coming years.
On 23 June 2021 the Strategy became the City Agreement for the Barcelona 2030 Social and Solidarity Economy Strategy #ESSBCN2030 Agreement). This agreement also entails the creation of the Joint Participation Space, which gives continuity to and reinforces the participatory process. This space for the SSE and Barcelona City Council, through the Cooperative, Social and Solidarity Economy Services Directorate, promotes joint work and shared governance of the #ESSBCN2030 Strategy, in line with other, similar City Council spaces.
The process is now open for Barcelona SSE enterprises, initiatives and organisations to formalise their participation.
SSE organisations and Barcelona City Council established a participation and governance model for coordinating the participation of the initiatives involved, organising decision-making, structuring the exchange of information and defining the spaces where the Strategy will be developed and evaluated. The latter is important in order to adapt the Strategy to the real situations and changing needs.
There are two levels of participation and decision-making: that of the promoting organisations, which have actively participated in drawing up the Strategy; and that of participants, for enterprises, organisations and other entities (wholly or partially linked to the SSE) that incorporate this participation into their work. The #ESSBCN2030 Strategy establishes eight general strategic lines that challenge various economic sectors regarded as key for resolving the city’s main problems. Using some 30 indicators, the document sets milestones for:
- Increasing the SSE’s weight in the city’s economy,
- Positioning the SSE as a prestigious part of the city’s economy,
- Creating strategic structures that strengthen it,
- Spreading it evenly throughout all the city’s neighbourhoods and districts,
- Generating more frameworks for the co-production of public policies with the SSE,
- Contributing towards preventing and reducing social inequalities in the city,
- Developing levers to drive the Strategy such as conscious, transformative consumption or responsible public procurement and contracting, for example, and
- Mainstreaming the challenges of the digital economy, the feminist economy, migrations, and the ecological and energy transition, as well as giving young people a more prominent role.
