New enforcement campaign to control the use of personal mobility vehicles

The City Police are starting a new week-long campaign today aimed at cyclists and users of personal mobility vehicles (PMV), the goal being to ensure the correct use of vehicles and compliance with the conditions for the circulation of these types of vehicles and cycles with more than two wheels.

Special attention will be given to inappropriate parking and distractions while riding (traffic lights, pedestrian crossings etc.), particularly infringements which put pedestrians in danger. In this respect, the campaign seeks to ensure the right of pedestrians to circulate safely on pavements, in streets with curbless paving and in areas reserved for them.

The campaign will be conducted citywide, with special attention to the seafront and cycles with more than two wheels (with or without assisted pedalling) operating as rickshaws without licences.

Police officers conducting this campaign will stop vehicles potentially infringing regulations, identify riders and where applicable, formally denounce the offences committed.

Among other obligations, users of these types of vehicles must remember that:

  • PMVs are classed as vehicles and therefore cannot circulate on pavements or in pedestrianised areas.
  • The minimum age for using a PMV or a cycle with more than two wheels is 16 (if transporting passengers in an authorised vehicle, users must be of age).
  • Third party insurance cover is obligatory if using these vehicles for commercial activity.
