Safety and prevention. The police operation is aimed at controlling the correct use and circulation of these vehicles.

The City Police are running an additional operation until 25 April on the correct use of personal mobility vehicles in the city, such as hand scooters. The campaign comes on top of other police action under the Local Road Safety Plan 2019-2022 to reduce the number of accidents, fatalities and serious injuries.

Recent years have brought a proliferation of personal mobility vehicles such as hand scooters and hoverboards, which have become a new means of mobility in the city. There were 469 road accidents involving electric hand scooters between April 202 and March 2021, and 31 accidents involving scooters without motors.

The road safety campaign currently being conducted by the City Police is intended to control the use and compliance with regulations for these vehicles, as well as to cut the number of traffic accidents involving them. The police operation will be backed up with information on display panels around the city’s road network, to make users aware of the need to respect the regulations.

New regulations on the circulation of personal mobility vehicles

New state regulations have been in place since 2 January, prohibiting electric wheels and Segways from using pavements and pedestrianised areas. The new regulatory framework establishes that personal mobility vehicles cannot exceed speeds of 25 km/h in any circumstances, and that they can be used in the following areas:

  • Streets with curbless paving.
  • Bike lanes on pavements, at a maximum speed of 10 km/h.
  • Bike lanes on road surfaces, at a maximum speed of 25 km/h and with the obligation of slowing down at pedestrian crossings.
  • Streets with 30 km/h speed limits, at a maximum speed of 25 km/h.
  • Parks, at a maximum speed of 10 km/h and respecting pedestrian priority.
