Coexistence Office
The Coexistence Office aims to ensure the preservation of the public space as a place of co-existence, where all people are at liberty to carry out their activities of free movement, leisure, meeting and recreation, with full respect for the dignity and rights of others and the plurality of diverse cultural, political, linguistic, and religious expression and the diverse ways of life in Barcelona.
Therefore, the Coexistence Office aims to:
- Propose preventative measures and policies to improve co-existence in public areas.
- Instruct the sanctioning procedures set out by the Byelaw (complaints, appeals, applications for compensation for damages).
- Monitor the application of the Byelaw.
- Increase and improve the use of alternative sanction measures.

Fines

- Face-to-face assistance: By appointment, at Citizen Help and Information Offices in municipal districts and at the Municipal Tax Office.
- Phone assistance: freephone 010 if calling from within the Barcelona metropolitan area, and 931 537 010 if calling from outside this area.
- Internet:
- With a digital certificate in the name of a natural person: from the home page go to the Citizen Folder, where you will find your tax details, taxes and fines paid and pending payment.
- With a digital certificate in the name of a legal entity: from the home page go to the Business and Organisations Folder, where you will find the tax details, taxes and fines paid and pending payment.
- Without a digital certificate: in the upper menu "other procedures", select the procedure “debt pending” and follow the instructions.

To consult a fine process as an interested party, a written request must be made in accordance with article 13.d) of Act 39/2015 of the common administrative procedure, through one of the following channels:
- In person by prior appointment at any Citizen Help and Information Office or City Council registry.
- By post to Barcelona City Council, Plaça de Sant Miquel, 4.
- With the digital certificate on the City Council website.
Interested parties should give their personal details, the details of the procedure file they wish to consult and the address where they wish to receive the information, which will be sent by post as soon as possible.

To request a duplicate payment document you can do it:
- In person by prior appointment at the Municipal Tax Office and request a duplicate of the payment letter.
- By digital certificate on the City Council website.

- In person at participating banking entities.
- Some payments can be made in person at the self-service procedures kiosks located in different places in the city.
- By calling the free number 010 (931 537 010 from outside the Barcelona Metropolitan Area) between 8:00 am and 11 pm.

Tax debts and other money owed by public law to Barcelona City Council can be paid in instalments at any time, whether during the voluntary payment period or the enforcement period, except for fines with discounts applicable if paid during the voluntary payment period. The total amount owed must be more than 100 euros for payments to be spread.
The procedure can be conducted:
- In person with an appointment at the Municipal Tax Office (C Llacuna, 63).
- With a digital certificate on the City Council website.

To make a complaint or appeal a fine under the Coexistence Byelaw you must apply in writing using a form which you can submit:

The Single Bulletin Board (TEU) is a supplement of the Official State Gazette (BOE) where, as of 1 June 2015, all public administrations are obliged to publish the notifications which, for reasons unknown to the corresponding administration, could not be delivered or communicated to the interested party.
The notifications announced can be freely accessed for three months from the date they are published. Thereafter they can only be accessed using the unique non-formulaic verification code (CVE) on the right hand side of the announcement. Users without the verification code should contact the BOE Citizen Information Service.
Act 39/2015, on the common administrative procedure of the public administrations

Discounts are applied to fines if they are paid within 5 days of notification of the charge, in the event that the file is processed through a simplified procedure (Article 96 of Law 39/2015); or 10 days from notification of the complaint if the procedure is ordinary.

No, the advance payment of the amount of the fine signifies that the procedure is finalised and waives the right to formulate complaints. You can present a judicial review before the Barcelona Contentious Administrative Court.

Yes, if you make a complaint and it is rejected you can no longer pay with the discount.
Alternative measures

Yes, if you are registered as living in Barcelona you can substitute the Co-existence Byelaw fines with alternative sanction measures, except for fines for:
- Offences related to posters, publicity, propaganda and suchlike.
- Offences related to obtaining permission to use common areas (gambling, camping, etc.) or to the need for a license to carry out activities in the public space (street selling).
- Offences linked to requesting, purchasing, using or consuming products, activities or services in the public space without permission (requesting sexual services, purchasing street-selling products, collaborating with or requesting unauthorized services).

Yes, you can substitute the Coexistence Byelaw fine with alternative sanction measures, except for fines for:
- Offences related to posters, publicity, propaganda and suchlike.
- Offences related to obtaining permission to use common areas (gambling, camping, etc.) or to the need for a license to carry out activities in common areas (street selling).
- Offences linked to requesting, purchasing, using or consuming products, activities or services in the public space without permission (requesting sexual services, purchasing street-selling products, collaborating with or requesting unauthorized services).
