The general public and the more vulnerable groups are at the centre of the city's climate policies.

We are working to reduce energy poverty and to ensure fair access to energy for everyone, with special attention given to the city's more vulnerable groups, through combined policies for access to self-generation installations, improvements in housing conditions, energy advice and improvements to conditions governing quality, sustainability and cost.

This also includes equity, food security and the fostering of new lifestyles linked to new consumer habits, such as the circular economy.
