Campaign to boost road safety linked to personal mobility vehicles

Safety and prevention. The campaign will focus particularly on offences which pose a physical danger to pedestrians.

The goal of the City Police is to control the use and circulation of personal mobility vehicles (PMV) and reduce accidents, the number of victims and the severity of injuries sustained. The campaign will also focus on pedestrians and drivers and riders of other vehicles to check they fulfil their obligations when it comes to PMVs.

The campaign will be in place around the clock from 25 September to 1 October, with more checks on circulation that poses a risk, as well as inappropriate parking and distractions while driving or riding. Particular attention will be given to infringements which pose a physical danger to pedestrians. The campaign will be in place citywide, paying special attention to the seafront (districts of Ciutat Vella and Sant Martí).

Among other infringements, there will be a special focus on incidents such as skipping red lights, not respecting pedestrian crossings and the right of pedestrians to circulate safely on pavements.

The campaign will also be paying special attention to cycles with more than two wheels offering transport services to passengers (rickshaws) for profit but without a licence. Similarly, the campaign will include administrative inspections at businesses renting out PMVs for profit.

Regulations on the use of PMVs

Among other obligations, PMV users must bear in mind the following:

  • PMVs are classed as vehicles and cannot therefore circulate on pavements or in pedestrian areas.
  • Under no circumstances can PMVs circulate at speeds over 25 km/h.
  • Riders of PMVs are not allowed to circulate using headphones connected to sound receivers or sound reproduction systems or mobile phones.
  • The minimum age for riding a PMV or cycle with more than two wheels is 16 (if transporting passengers with a certified vehicle, users must be of age).
  • Third-party insurance is obligatory for those engaging in commercial activity.
