Regulations to be drafted to prevent ghost kitchens proliferating with no control

Suspension of licences for new take-away establishments with industrial kitchens and no on-site eating. The goal is to avoid ghost kitchens proliferating uncontrollably and allow for specific regulations to be drafted. At the same time, a shock plan will be used to control compliance with the current regulations to minimise the negative effects generated by these businesses at present.
Ghost kitchens are devoted to fulfilling take-away food orders. They do not need premises which are open to the public and are usually set up in large dark spaces.
These businesses have grown during the pandemic in neighbourhoods such as Les Corts and Sant Martí, prompting rejection among some local residents.
The regulation of ghost kitchens is specifically aimed at ensuring they are located in city spaces where they do not disturb local residents through noise, smells and the congestion of public space through the constant coming and going of delivery services.
Exceptions to the suspension of licences:
- Catering operations which complement school dinner and hospital food services.
- Parc de Collserola and Parc de Montjuïc, industrial zones in La Verneda and Zona Franca and areas with specific regulations.
