Improving the Security Operations Centre (SOC) and the Advanced Telecommunications Service

Reference framework

Within the framework of EU measures, on 7 October 2020, the Spanish state government approved Spain’s Recovery, Transformation and Resilience Plan (PRTR), which sets out the lines of action for modernising the Spanish economy and is structured around four areas: ecological transition, social and regional cohesion, digitalisation and gender equality. The PRTR was approved by the European Commission on 16 June 2021

Due to the steady digitalisation of services, cyber-security has become one of the areas of action under the IMI's Digital Transition Plan for the 2020-2023 period, especially when the organisation's operational models were changed to address the COVID-19 pandemic and with the increase in cyber crime.

Description

Barcelona City Council has been developing a project for strengthening the digital environment's cyber-defence structure, offering protection for a whole range of services currently in use, both internal services and those provided directly to city residents. Several initiatives being implemented under this project, when combined, are expected to notably improve the current cyber-security model of Barcelona City Council and should bring about significant improvements, particularly with the definition and implementation of a new, more advanced Security Centre (SOC).

The aim of the initiative is to carry out the implementation, adaptation, management, support and technical development of the technological infrastructure of the communication node, network elements and the municipal Data Processing Centre's core architecture, together with improvements to prevention, events monitoring and security incident management.

The Security Operations Centre (SOC) and the Advanced Telecommunications Services Office (OSAT) were created in response to the need to improve the network's technical and operational capabilities and ensure governance and operational security using the core architecture.
