Barcelona City Council’s programme of grants and subsidies for the socio-economic promotion of the territory “Impulsem el que fas” aims to provide the city’s neighbourhoods or districts with the necessary resources by promoting projects with a social aim or return that improve people’s quality of life and reduce social and economic inequalities.

This call includes the following categories:

·       Category 1: Revitalisation of vacant ground floor premises

·       Category 2: Socio-economic innovation and the social and solidarity economy in strategic sectors and with a focus on the territory 

·       Category 3: Promotion of quality occupancy in the territory

·       Category 4: Responsible and sustainable tourism in the territory

Grants and subsidies for the strengthening and reactivation of the social and solidarity economy 2021

The projects or activities for which grants and subsidies will be granted must promote activities of public or social interest for Barcelona city whose aim is to help achieve the goals of the Barcelona Strategy for the Social and Solidarity Economy 2030 – to revitalise and strengthen an economy for life in the city as well as the Municipal Plan to boost the social and solidarity economy in the city for 2021-2023. The projects proposed for a grant or subsidy promote and strengthen the common elements that define the transforming nature of the social and solidarity economy, such as democratic and participatory management, a focus on human needs and a commitment to the community.

·       Promoting measures for awareness and dissemination, drive and visibility as an alternative economic model.

·       Implementing measures to generate new social and solidarity economy initiatives in the city leading to the creation of jobs.

·       Measures for the transformation of commercial companies, economic organisations and non-profit associations into organisations of the social and solidarity economy that give rise to stable and sustainable employment.

·       Promoting measures to strengthen and enhance current social and solidarity economy initiatives.

·       Putting in place measures to improve structure and cooperation and create points of attraction capable of scaling and growing business activity.

·       Activities directly linked to the ESS 2030 BCN strategy’s strategic lines, support levers and city goals.

The application period is from 6 April to 5 May 2021 (inclusive).

 

Subsidies for the digital transformation of Barcelona’s shops, restaurants and bars for the year 2021

Barcelona has adopted a digital transformation model that encourages the use of new technologies in shops, restaurants and bars as a source of opportunities and competitive advantages for local shops, restaurants and bars. The main municipal goals are as follows:

·       To facilitate the digital transformation of neighbourhood shops, restaurants and bars and to create competitive advantages through online activity.

·       To improve the level of maturity of neighbourhood shops, restaurants and bars.

·       To meet the new needs of Barcelona’s digital consumers.

Given the municipal interest in backing this area, the first call for subsidy applications is being launched on a competitive basis, for the digital transformation of the city's shops, restaurants and bars for the year 2021.

The application-submission period provided for is from 31 March to 13 May 2021, first and last days included, so any application submitted outside that period will be rejected. Subsidy applications have to be made online, using Barcelona City Council's Procedures Portal.

 

2020 grant application period for organisations working in the areas of global justice and international cooperation

Official grant application period as part of the “Global Justice Cooperation Programme”, the “Global Justice Cooperation Programme for Specific Cities” and the “Global Justice Education Programme” for projects starting in 2020.

The procedure for awarding these grants is a competitive public tender, by public bid, in accordance with Article 22 of Act 38/2003, of 17 November, on general grants.

The aim of these grants is to provide the necessary resources for achieving the strategic goals set out in the Barcelona Cooperation for Global Justice Master Plan 2018-2021 , which will be rolled out via the specific objectives set out in this grant application period.

Applications may be submitted during a period of 15 working days, from 7 to 27 February 2020. Any applications made outside this period will not be accepted.

Grant applications must be made online, using Barcelona City Council’s procedures portal. You need to access the procedures portal in order to download the application forms and financial appendices that need to be completed.

2021 call for applications for grants to promote activities and initiatives focused on animal welfare and protection

The aim is to award grants by inviting non-profit associations and organisations to submit applications to support the funding of the implementation of initiatives focused on animal welfare and protection. These grants are destined to fund projects and activities whose primary focus is the protection and welfare of animals within the city. Grant applications are limited to three per association/ organisation. 

Grant applications will be accepted from legal entities who submit a request for funding for an initiative they plan to implement that is in line with the aims of the scheme.  

The application period is from 9 April to 6 May 2021 (both dates inclusive).

The application period for 2020 is open from 2 to 30 January inclusive.

Call for grant and subsidy applications for the socio-economic promotion of the territory 2020

Awarding of grants and subsidies for projects, activities and services in the areas of local development, job promotion and the social and solidarity economy. The aim of these grants and subsidies is to provide the city’s neighbourhoods and districts with the resources they need through empowering the stakeholders that carry out their socio-economic activities there, for the purpose of making these activities sustainable over time and to increase the city's resilience to economic fluctuations, fostering projects with a social purpose or a social return that improve people's quality of life and reduce socio-economic inequalities. The projects and activities for which the grants and subsidies are to be awarded must foster public interest activities and are aimed at boosting employment in the territories by acting on groups that are especially vulnerable to unemployment to increase job market participation and eradicate situations of underemployment; revitalise all the economic activities that have a positive impact on social cohesion and coexistence in the city's neighbourhoods, respect for the environment and the promotion of responsible consumption; promote local businesses and entrepreneurship based in the territories, led by specific groups or geared towards addressing community-based problems; promote the social and solidarity economy and socio-economic innovation in a cross-cutting manner in all its actions; strengthen and enable community stakeholders (associations and cooperatives, networks, etc.) so that they can become promoters of the social and solidarity economy in the local area; and boost the use of open technology and digital manufacturing to foster new forms of innovation and collaboration that can overcome the social and sustainability challenges facing the territories (digital social innovation).

In accordance with RD 537/2020, of 22 May, from 1 June onwards, the suspension of terms and the interruption of application periods established by DA 3a of RD 463/2020, of 14 March, will be abrogated. Therefore, the administrative periods that were suspended will be resumed.

On 5 June, the modification to the campaign will be published in the BOPB, along with the inclusion of a new Category 7: Resumption of local economic activities in the neighbourhoods included in the Neighbourhood Plan: recuperating locally-based economic activity in the neighbourhoods included in the Neighbourhood Plan, for local businesses, shops and projects, which take part in the economic and/or community fabric of the neighbourhood/district where they are located.

Therefore, the new application period for the campaign, initially established as from 17 March to 17 April, will now be as follows:

Categories 1 to 6: from 2 June to 2 July (including both dates)

Category 7: from 8 June to 6 July (including both dates)

Call for subsidies to the Barcelona Food Unit companies, which have been seriously affected by the measures adopted for the state of alert as a consequence of Covid-19

The aim of the “Barcelona FU Subsidies” programme is to provide support for companies that carry out their activity on the Barcelona Food Unit site, supplying food to the public, in an effort to soften the impact of the fall in sales and economic activity they are facing as a result of the measures adopted by the Catalan and Spanish governments to combat the spread of Covid-19.

This extraordinary subsidy will go to companies carrying out their economic activity – supplying food to the public – on the Barcelona Food Unit site, which have suffered a fall in sales compared to the same period last year (March, April, May and June 2019) but have continued to keep their establishments open, thus ensuring the jobs of their employees and guaranteeing the supply of food products to Barcelona citizens..

Call for subsidy applications to the Department for Animal Protection from non-profit organisations and associations, for controlling and looking after Barcelona’s cat colonies in 2021

The purpose of these grants is to carry out work for controlling and looking after Barcelona’s feral cat population as well as to:

·       Foster control of cat colonies to prevent the exponential growth of this population.

·       Promote a census and the identification of colonies to estimate their population densities and establish points for urgent, priority and necessary action to control new colonies and incorporations into those already established.

·       Promote and boost healthy conditions in public areas.

·       Disseminate good practices and responsible-ownership principles.

The projects eligible for grants will have to control and look after the feral cat population through sterilisation, under the CSR method (catch, sterilise and return).

The application period will run for 20 working days,  from 26 March to 26 April 2021, both dates inclusive.

Barcelona Institute of Culture has published the general grant call for artistic and cultural projects, activities and services in the city of Barcelona which last longer than twelve months.

The application period for 2017 is open from 8 to 28 February inclusive.

Subsidies for the planning, management and monitoring of Community Development Plans in the city of Barcelona 2017

For the purpose of supporting neighbourhood community initiatives, Barcelona City Council has approved subsidies for non-profit organisations to carry out such actions in the city in 2017.

The City Council is therefore publishing its subsidy and grant application period for the planning, managing and monitoring of community development plans in the city of Barcelona.

This call has been definitively resolved.

If you have not substantiated the subsidy you received, you can download the documents which you will have to present using the same channel you used to apply. To present the documents in person you should use the offices operating a general registry.

Subsidies for children and young people for sports outside school hours, academic year 2020-21 (Institut Barcelona Esports)

Granting of public aid in order to encourage the practice of sports activities to children and adolescents aged between 6 and 17 years (except in the case of adolescents with intellectual disabilities that is extended up to the age of 19) members of low-income family units, outside school hours in organizing entities approved by the Institut Barcelona Esports, in order to guarantee that no minor can be excluded from the practice of sport for economic reasons.

The subsidy is aimed at family units with an income equal to or less than 9,000 euros for each member of the family unit.

Disposable personal income will be calculated by dividing the declared annual income of the entire family unit by the total number of members, taking into account that one more member is added in the following cases:
• When a member of the family unit has a disability, officially recognized by the Generalitat de Catalunya, with a minimum of 33%.
• When the status of single-parent family has been officially recognized by the Generalitat de Catalunya.

In any case, priority will be given to applicants who prove the lowest incomes in each tranche.

The application period is from September 23 to October 14 (both inclusive)

Call for subsidy applications for multi-annual projects (2020-2021) aimed at improving the access of Barcelona’s female sex workers to social and employment rights

Call for subsidy applications, awarded on a competitive basis, for supporting multi-annual projects aimed at empowering female sex workers and improving their access to social and employment rights in Barcelona. These projects would start in 2020 and finish by 31 December 2021 at the latest.

This call is centred on areas for improving access to training and employment in economic sectors other than sex work, as well as access to information and social, employment, legal and health-care assistance for women who perform sex work in enclosed spaces, and access to basic social and economic rights for people performing sex work in cases of emergency and highly vulnerable situations.

The period for submitting applications will run from 12 November to 18 December 2019, both dates inclusive.

Subsidies for companies that expand their work staff by taking on unemployed people: “Crea feina, Barcelona!”

The “Crea feina, Barcelona!” programme represents a new Barcelona City Council initiative promoting the creation of jobs in the city, with the general goal of encouraging the recruitment of 300 unemployed people. Other specific goals include revitalising the labour market by supporting companies with the capacity for creating jobs, promoting the growth of beneficiary companies and facilitating the entry of jobless people into the labour market.

Special consideration will be given to the promotion of the measure among companies carrying out activities in one of the sectors considered strategic by Barcelona City Council, as well as egalitarian gender distribution of the people hired associated with grants, without this involving the prioritisation of these companies in accessing subsidies.

It should be borne in mind that:

—Applications must be registered within a maximum period of one month as from the date of signing of the contract invoked for the subsidy, and always within the established application deadline.

—A single copy of it can be presented, for use for all the applications of the person(s) hired. Submitted documents that are not accompanied by the corresponding application will not be considered, except where such documents are to be attached to a procedure that has already been initiated.   

—The subsidies referred to under this programme are voluntary and temporary, are freely revocable and reducible according to the cases provided for by the general regulations for subsidies and their regulatory terms and conditions, do not create any right to obtaining other subsidies in subsequent years and may not be adduced as a precedent.

—The subsidies are to be granted on the condition that they satisfy the general-interest purpose and they are non-refundable, without prejudice to their reimbursement in the cases provided for under Barcelona City Council’s regulations governing subsidies.

—The subsidies are compatible with any other granted by other authorities or public or private bodies, including municipal subsidies granted for other projects.

—They are also compatible with tax allowances and exemptions.

—Subsides may not be granted where they are for an amount which, together with other subsidies, allowances or financial aid received, exceed the cost of the hiring to be made by the beneficiary.

The period for submitting applications and documents, which was originally from 15 October to 20 November 2020, has been extended until 30 June 2021. The new period for submitting applications is therefore from 15 October 2020 to 30 June 2021 inclusive.

Subsidy campaign for the refurbishment of independent cultural creation, experimentation and dissemination centres, bookshops and cinemas

2019 subsidy campaign for the refurbishment of independent cultural creation, experimentation and dissemination centres, bookshops and cinemas in the city of Barcelona and the installation of technical equipment.

The aim of this campaign is to oversee the awarding of Barcelona Institute of Culture subsidies for the funding of projects for refurbishing, modernising and providing technical equipment for private cultural creation, experimentation and dissemination centres, bookshops and cinemas that carry out their activities in the city of Barcelona.

These grants are available to natural or legal persons who are responsible for managing venues which are eligible for these grants and who have the appropriate operating licence (if required).Each applicant may only submit one subsidy application in one of the categories for each venue they are responsible for.

The application period is open from 4 July to 6 September, both dates inclusive.

Applications may be submitted online through Barcelona City Council’s procedures website, or in person at any district general registry office, manager's office or institute. Legal persons must submit the application online.

Call for subsidies to help with liquidity of sports organisations in connection with the Covid-19 crisis (Barcelona Institute of Sports)

The purpose of this subsidy is to benefit the liquidity of non-profit organisations directly fostering sports activities in Barcelona on an ongoing basis, to help ensure they can fulfil their financial obligations for the 2020-21 season.

This call excludes organisations which do not operate on a non-profit basis, which do not include the practice and promotion of physical activity and sport as part of their social goal, and which are not aimed at minors, as well as sports federations (except those for sports for people with functional diversity, which will be able to benefit).

Three basic parameters will be taken into account to determine the amounts of subsidies:

- Rents for facilities located in the city of Barcelona, exclusively and solely to foster and promote sport and physical activity. The subsidy calculation will not  take into account obligations that entities may have with other tenants to guarantee other non-sports or complementary ends (social, administrative, commercial, storage facilities etc.).

- The start of sports competitions, and more precisely registration costs (licences) for sportspeople with their respective sports federations or the CEEB (Barcelona School Sports Council). This parameter does not take into account licences for people over 18, specialist staff, representatives or any other person not considered a sportsperson below legal age.

- Contracting of professional staff for promotion, instruction and support for sports services.

The application period is open from 3 to 16 November, both dates inclusive.

Subsidy campaign for developing projects related to the Barcelona Commitment to Climate

On 22 February 2017, the Government Commission approved a subsidy campaign for developing projects relating to the Barcelona Commitment to Climate, with the aim of offering support and resources to public projects that reduce greenhouse-gas emissions, help to adapt the city to climate change or concern climate justice, by means of actions involving energy saving, energy efficiency and increasing the use of renewable energies, sustainable mobility, increasing agricultural and green areas, waste prevention, education and communication, etc., and which help to achieve the objectives established in the Barcelona Commitment to Climate.

The projects must give importance to both the process and the results, so that they are outstanding in terms of social innovation. In other words, they need to offer better solutions to the city’s socio-environmental problems than the existing models and practices, while also increasing society’s capacity for action by creating new collaborative relationships.

The application period is open from 27 February to 11 April (inclusively).

 

 

 

 

Multi-year grants for planning, managing, and following up community development plans and processes in the city of Barcelona for 2020-2021 (CDPP)

Social cohesion and inclusion must feature as the main objective of the projects that qualify to receive funding, and projects shall be carried out through community actions to foster social relations, a sense of belonging, and cooperation between members of a given community.

Projects must incorporate a gender perspective, along with support and empowerment mechanisms for vulnerable groups, populations with functional diversity, and those from different backgrounds. Pursuant to the objectives of the Directorate of Community Action Services, reflected in the framework document, "Towards a public policy of community action”, projects that receive subsidies should promote activities that are of public or social interest and have the following three-fold transformational intention:

Strengthening (empowerment) of the community.

Improvement of living conditions (responding to needs).

Social inclusion and cohesion.

The application period will run from 28 October to 25 November 2019, both dates inclusive.

The application form must be filled out and sent through the City Council's website, following the instructions provided on this online portal.

By resolution of 21 October 2020, published in the BOPB of 29 October 2020, the deadline for submitting the first monitoring report was extended, established in point 11 of justification and control of the Call for grants for the planning, management and monitoring of the Community Development Plans and Processes in the city of Barcelona 2020-2021, until January 15, 2021, and the content of this first report is MODIFIED (see extension announcement )

Call for subsidy applications for the ''La meva llar'' programme (IMPD)

The Municipal Institute for People with Disabilities has opened a call for subsidy applications for carrying out initiatives adapting dwellings located within the Barcelona municipality, where people with a disability or reduced mobility reside, to improve their personal independence by enabling interior mobility, removing architectural barriers and increasing safety in the domestic environment.

The initiatives eligible for subsidies are as follows:

  1. Functional adaptations of dwellings where a person with a disability permanently resides and which improve its accessibility.
  2. Interventions with the incorporation of home-automated features in the dwelling that enable the independent living of people with a disability.
  3. The incorporation of devices relating to communicative accessibility inside the dwelling.

All expenses eligible for subsidies will include the concept of maintenance or replacement owing to deterioration associated with use.

Excluded from consideration as eligible for subsidies are initiatives relating to the appearance rather than the accessibility of the dwelling, initiatives in the building's common spaces, work on the exterior part of the dwelling and support products that are not part of the dwelling's functional adaptation and which are not fixed or permanent in the dwelling, with the exception of equipment for improving the household’s accessibility for groups with a sensory disability.

The period for submitting applications starts on 28 September and ends on 9 November, first and last days included.

Call for subsidies equivalent to the amount payable under the landed property tax for cultural establishments offering private exhibitions or cultural commerce in the city of Barcelona in 2020

The Barcelona Institute of Culture (ICUB) has approved the terms governing the awarding of subsidies equivalent to the amount payable under the 2019 landed property tax for cultural establishments offering private exhibitions or cultural commerce in the city of Barcelona. ICUB's intention in announcing this call is to help cultural venues open to the public meet the cost of the landed property tax.

The application period is from 9 July to 29 July 2020 (inclusive).

Legal persons who wish to apply for this subsidy must do so online through the Barcelona City Council procedures portal and natural persons can submit their application either online or in person. Applications can be submitted in person, by appointment only, at the Citizen Help and Information Offices (OAC) registries. Appointments can be made online at ajuntament.barcelona.cat/cita, by calling 010 or by mobile phone at barcelona.cat/tramitsalmobil.

Subsidies for the 2019 City Christmas Street Lights Campaign

Associations representing the sector work closely with Barcelona City Council to promote city and local commerce through a series of initiatives for the Christmas period.

The aim is to generate the right atmosphere and conditions for stimulating demand during one of the most important periods of economic activity in the year. Building on this collaboration, the City Council has now published a call for subsidies for Christmas street lighting in the city in 2019.

The deadline for submission of applications is from April 17 to May 31, any application submitted outside this term will not be admitted to the process. To attend this call, you have to do it by electronic means, from the Procedures Portal of the City of Barcelona.

Remember that it is very important to attach the budget of the installer company approved by the Lighting Department of the City of Barcelona. You will find the relation of these companies together with the rest of the documentation.

Multiannual grants within the framework of the strategy against the feminisation of poverty and precariousness 2016-2024 in the city of Barcelona

The grants will be aimed at projects conceived within the framework of the Strategy Against the Feminisation of Poverty and Precariousness 2016-2024 (hereinafter, the “EFPP”), taking into account its specific characteristics. The projects must promote activities of public or social interest aimed at the reduction of female poverty and precariousness in the city of Barcelona in the short, medium and long terms, ​​in accordance with the goals set by the Department of Gender Services and Time Policies of the Municipal Manager’s Office in charge of the EFPP and the specific contents established in the grant call.

Grants may be awarded to natural persons or individuals in any of the following forms who fulfil the goals and requirements of the grant scheme and fall under these terms and conditions:

.- Non-profit organisations.
.- Groups of individuals with projects for the reduction of female poverty and precariousness that have not been formalised.

Published on 23 July in the Official Barcelona Province Gazette (BOPB), the general terms and conditions received final approval, given that no suggestions or challenges had been presented during the period of public scrutiny.

The call for long-term subsidy applications was published in that same gazette (BOPB) on 28 August, under the framework of the 2016-2024 Strategy against the Feminisation of Poverty and Precariousness in the city of Barcelona, with an initial application submission period from 31 August to 21 September.

An amendment to this call was published in the BOPB on 15 September 2020 and a new submission period of fifteen working days established, counting from the day following the date of the amendment's publication, that is, until 7 October 2020.

Subsidies for humanitarian action and emergencies arising from the Covid-19 outbreak

Granting of extraordinary subsidies within the framework of the call for responses to a particular emergency, for humanitarian and emergency action arising from the Covid-19 outbreak and provided on the initiative of non-profit organisations accredited in advance by the City Council as experts in humanitarian action and emergencies, in countries receiving Official Development Assistance (ODA), prioritising the healthcare sector (including healthcare-technology transfers), water, sanitation and hygiene and means of livelihood.

Period for submitting applications: from 14 to 20 May 2020

Grants for carrying out noise impact studies, installing limiters and recorders for noise levels, renovating live music venues in the city of Barcelona and installing technical equipment for 2019

This call is aimed at cultural-dissemination establishments that attract public audiences, which have or are in the process of obtaining a licence allowing them to stage live music, or establishments who want to carry out a noise-impact study to find out the requirements for obtaining a permit or a licence allowing them to stage live music.

These grants are available to natural or legal persons who are responsible for managing venues which are eligible for these grants and who have the appropriate operating licence (if required).

The period for submitting applications is from 11 July to 6 September 2019, inclusive.

You can apply for these subsidies online through the Barcelona City Council procedures portal, or in person at any district registries, manager's offices or institutes. Legal persons must present the application online.

Subsidies for the renovation and adaptation of establishments used for worship by religious organisations during 2019-2021

The application period for subsidies, on a competitive basis, for the renovation and adaptation of establishments used for worship by religious organisations during 2019-2021.

The subsidies awarded under this campaign will be for investments initiated from 1 April 2019, and which finish before 31 December 2021, both dates inclusive, for carrying out minor building work established in section 1.1 of the terms and conditions, in city of Barcelona establishments that are not the property of the City Council or any other administrations, and which are used as centres of worship, in accordance with the provisions of Decree 94/2010, of 20 July, for the implementation of Act 16/2009, of 22 July, concerning centres of worship.

The application period is from 29 June to 24 July 2020 inclusive.

2018 subsidy campaign for the refurbishment and installation of technical equipment in independent cultural creation, experimentation and dissemination centres, bookshops and cinemas in Barcelona.

The aim of this campaign is to oversee the awarding of Barcelona Institute of Culture grants to fund projects concerned with renovating, modernising and providing technical equipment for private cultural creation, experimentation and dissemination centres, libraries and cinemas,  which carry out their activities in Barcelona.

The grants are open to natural or legal persons who are responsible for managing venues that are eligible for these grants and who have the appropriate operating licence (if required). Each applicant may submit a single grant application in one of the categories for each venue they are responsible for.

The application period is from 4 to 31 July 2018 (inclusive).

Extraordinary grant call for investments and current expenses relating to work to adapt spaces or the acquisition of goods and services needed to adapt cultural venues to Covid-19 measures

The aim of this grant call is to regulate the award of grants by the Barcelona Institute of Culture to fund investment projects and current expenditure arising from work to adapt spaces and/or in relation to the acquisition of goods and services needed to adapt cultural venues in the city of Barcelona to the new health measures against Covid-19.

These grants are available to legal persons and individuals who own the cultural venues and are the holders of the related operating licences. Only one application for each type and venue will be accepted.

The application period will run from 4 August to 14 September 2020 inclusive.

Grant of subsidies for freelance workers and new members of Barcelona's worker cooperatives for supporting the start of their economic activity.

Barcelona City Council aims to provide support to unemployed people who are registered Barcelona residents who have started a new economic activity as freelance workers (individual business people) and new members of worker cooperatives, under the terms and conditions provided for in the regulatory provisions approved by the Government Commission on 2 May 2019.

The application period runs from 20 May to 21 June 2019.

2019 subsidies for the renovation and adaptation of premises within the city of Barcelona used by organisations registered on the Youth Organisations Census.

For 2019, Barcelona City Council has approved subsidies for the renovation and adaptation of establishments in the city used by organisations registered on the Directorate General for Youth's census of youth organisations, so that they can carry out leisure-time educational activities to promote direct participation and the involvement and empowerment of teenagers and young people.

The aim of these subsidies is to ensure that the facilities comply with the minimum technical requirements for fulfilling their purpose, the proper provision of the services they offer and ensuring the quality of life and safety of local residents and users.

The aim of these subsidies is to offer schools and colleges catering for all levels and age groups in the city of Barcelona resources to develop an educational action plan on sustainability. The plan should span one or three school years and will form part of the ‘Barcelona Escoles + Sostenibles’ programme.

Applicants must present the following documents, duly stamped and signed, within the specified application period:

Call for subsidy applications for Barcelona community action projects for 2020-2021

Call for subsidy and grant applications, awarded on a competitive basis, for multi-annual projects to be carried out within the framework of community action in Barcelona between 1 January 2020 and 31 December 2021.

The projects forming the subject matter of the subsidies must be set within the framework of the goals of the Community Action Services Department, as reflected in Municipal Community Action Plan for 2018-2022, in accordance with the goals and aims established in the call for subsidy applications.

The application-submission period is from 31 December 2019 to 29 January 2020.

Grants for the development of projects within the framework of the climate emergency in the city of Barcelona

On 18 June 2020, the Government Commission approved a grant call for the development of projects within the framework of the climate emergency in the city of Barcelona. The aim of the grants is to provide financial resources and support to projects promoted by citizen organisations leading to actions that supplement the existing strategies against climate change. The projects must take concrete action to help address the climate emergency in an effective manner. In other words, they must have a significant impact both on the reduction of greenhouse gas emissions and in taking steps to adapt to those effects that have already taken place, always with the most vulnerable people at the heart of such actions.

The projects must propose innovative solutions to the city's socio-environmental problems that make it possible to improve existing practices and models, while also increasing society’s capacity for action through the creation of new collaborative relationships. In other words, they must be relevant in terms of social innovation.

The application period is from 26 June to 27 July (inclusive).

Subsidies for the 2018 City Christmas Street Lights Campaign

Retail associations representing the sector work closely with Barcelona City Council to promote city and local commerce through a series of initiatives for the Christmas period. The aim is to generate the right atmosphere and conditions for stimulating demand during one of the most important periods of economic activity in the year.

Building on this collaboration, the City Council has now published a call for subsidies for Christmas street lighting in the city in 2017.

Applications and the accompanying documentation required must be completed using the printed forms that can be obtained here and submitted at any registry of the citizen advice and information offices, addressed to the Department of Commerce Affairs, or online via the Barcelona City Council procedures portal, from 1 to 30 June. Under Article 30(5) of Act 39/2015, of 1 October, on the common administrative procedure for public authorities, where the last day of the deadline is not a work day, the deadline shall be understood to extend to the first following work day.

Digital transformation of commerce for 2020

Barcelona is adopting a digital transformation model to implement new technologies in commerce as a way of creating competitive opportunities and benefits for local commerce.

The main municipal goals are as follows:

  • Facilitating the digital transformation of Barcelona commerce.
  • Improving the level of shops’ digital maturity.
  • Creating competitive advantages for commerce, through online commercial activity.
  • To respond to the new needs of Barcelona’s digital consumers

Given the municipal interest in backing this area, the first call for grant applications is being launched on a competitive basis, for the digital transformation of the city's commerce for 2020.

Hence the publication on 17 June in the Official Barcelona Provincial Gazette of the particular terms and conditions and the call and the opening of a public information period for 20 work days. The application-submission period provided for is from 22 July to 2 October 2020 and any application submitted outside that period will be rejected. Subsidies for property tax (IBI) for low-income households, corresponding to 2019

The subsidies are available to natural persons who are liable to pay tax as property owners or who pay property tax on their rent instalments, and who, along with those in the same household, have gross incomes below thresholds set out in the Catalonia Adequate Income Indicator (IRSC), providing the home in question is their habitual residence.

Award of subsidies for natural or legal persons acquiring a company with up to 10 employees located in the city of Barcelona and which is currently trading in the retail, service or restaurant sector.

Barcelona City Council is looking to help natural or legal persons who have acquired businesses as a going concern which are located in Barcelona. The aim is to back entrepreneurial continuity and handovers for the period between 1 December 2016 to 15 June 2018, under the terms and conditions set out in the legal bases approved by the Government Commission on 24 May 2018.

The application-submission period runs from 28 May to 30 June 2018.

Barcelona More Sustainable Schools 2020-2023

Call for grant applications to the Animal Protection Department from non-profit organisations and associations, for controlling and looking after Barcelona’s cat colonies 2020

The purpose of these grants is to carry out work for controlling and looking after Barcelona’s feral cat population as well as to:

Foster control of cat colonies to prevent the exponential growth of this population.

Promote a census and the identification of colonies to estimate their population densities and establish points for urgent, priority and necessary action to control new colonies and incorporations into those already established.

Promote and boost healthiness in public areas.

Disseminate good practices and responsible-ownership principles.

The projects that will be eligible for grants will have to control and look after the feral cat population through sterilisation, under the CSR method (catch, sterilise and return), and identify colonies (location coordinates, number of individuals, sex ratio and so on).

This call for applications is aimed at awarding grants and subsidies, on a competitive basis, for projects of various forms of cultural expression (performing arts, music, dance, audiovisual, visual arts, literature, science, technology, social and cultural disciplines, among other things, of interest for the city, lasting less than a month and carried out between 1 July and 31 December 2017 in Barcelona, and helping to improve the city’s range of cultural offers.

Call for applications for grants in 2020 to mitigate the effects of the Covid-19 health crisis on projects in Barcelona city's cultural sector

The aim of this call is to award grants by means of a competitive application procedure to subsidise the city's 2020 cultural projects affected by the health crisis resulting from Covid-19, as well as new projects created as a result of this impact, from the date of entry into force of the first safety measures ordered by public authorities until 31 December 2020. “Affected cultural projects” means all those projects that have had to be fully or partially cancelled, rescheduled or reformulated, as well as new projects born as a result of this impact.

Barcelona Institute of Culture’s call for grant and subsidy applications for research and innovation projects under the 2019 Barcelona Science Plan

Barcelona City Council, through the Institute of Culture and with the participation of ‘la Caixa’, is showing its commitment to high-quality research on issues that concern Barcelona society through its call for grant and subsidy applications for research and innovation projects under the 2019 Barcelona Science Plan.

One of the aims of this new line of subsidies is to obtain scientific proof that may inspire future policy decisions in the city in two major areas:

1. Ageing and quality of life

2. Mobility and respecting and protecting the environment.

The beneficiaries are groups of at least three institutions, third sector organisations or companies, two of which must be organisations dedicated to research, and at least one of which must be based in the municipality of Barcelona.

Barcelona City Council grants for the promotion and strengthening of the social and solidarity economy 2018

Grants awarded to carry out activities and projects promoting and strengthening the social and solidarity economy in the city of Barcelona.

Activities and projects awarded grants must promote activities of public or social interest which contribute to the objectives set out in the plan to boost the social and solidarity economy 2016-2019. That means they must promote and strengthen the work areas set out in the plan, including and developing common elements which define the transformational character of the social and solidarity economy, such as democratic and participatory management, being based around human needs and being committed to the community.

Applications for grants can be submitted from 10 April to 9 May 2018 inclusive.

 

Grant call for activities to facilitate the inclusion of children in volunteer-led educational leisure activities

The aim of this grant call is to facilitate the inclusion of children in educational leisure activities carried out by volunteer-led organisations that ensure educational community involvement through non-profit organisations that is accessible, participatory and inclusive for all children in the city. As a result, grants will only be awarded to projects with the following aims:

a. To boost access to leisure activities for children, particularly those from vulnerable families.

Call for subsidy applications for active inclusion in the ordinary labour market (IMPD)

Subsidies aimed at private non-profit entities whose business purpose or mission is to assist and support people with a disability and/or mental disorder, and which have a service for active inclusion in the ordinary labour market and do not act exclusively within the framework of the protected mark or the like.​ The activities or projects that are to be subsidised shall have to promote improved effectiveness and efficiency in managing the labour inclusion of people with a disability in the ordinary labour market, with the specific aim of promoting quality employment, boosting empowerment and independence and reducing obstacles to accessibility in the processes for labour inclusion in the ordinary market, enabling individual and quality accompaniment processes in inclusion and promoting the recruitment of people with disabilities in the business arena.

Barcelona City Council wishes to provide support to individuals and legal entities who have acquired an existing active business domiciled in the city of Barcelona, in order to support the continuity of the business and its change of ownership in the period between 16 June 2018 and the end date of the application period for the 2019 call, according to the terms and conditions of the regulatory bases approved by the Government Commission on 2 May 2019.

Grants for the promotion and strengthening of the social and solidarity economy 2020

Call for the Barcelona City Council grant programme for 2020 for the promotion and strengthening of the social and solidarity economy (ESS) Grants awarded to carry out activities and projects to promote and strengthen the social and solidarity economy in the city of Barcelona. The activities and projects that will be awarded grants must promote activities of public or social interest, designed to help meet the objectives of the Social and Solidarity Economy Promotion Plan 2016-2019 (extended until the approval of the new period 2020-2023, the contribution to the implementation of the BCN 2030 ESS Strategy). They must promote and strengthen the lines of work laid out in the plan, including the development of common elements that define the transformational nature of the social and solidarity economy such as democratic and participative management, orientation towards human needs and commitment to the community.

Through Barcelona Activa, Barcelona City Council is offering €300 grants to the city freelancers worst affected by the Covid-19 outbreak, whether because they have seen sales drop by more than 75% or because they have had to close their establishment or business. Call for grant and subsidy applications intended for arranging and adapting cultural association premises representative of other cities and regional communities with head offices in Barcelona, for 2019

The procedure for granting subsidies and grants forming the subject matter of this call is on a competitive basis.

The aim behind this call is cooperation in adapting non-profit social and cultural venues which, given their nature, are unable to bear the costs of such renovation projects on their own.

So the aim is also to provide access to premises for the public, other groups and bodies, so as to promote knowledge among non-affiliated individuals and to strengthen the association network, community action and joint work.

The application submission period starts on the day following publication in the Official Barcelona Province Gazette (BOP) and finishes twenty working days afterwards. From 20 May to 17 June 2019 inclusive.

Subsidies to incentivise rent reductions for commercial premises in activities affected by the COVID-19 crisis

Barcelona City Council is launching financial aid aimed at natural and legal persons acting as landlords of properties intended as commercial premises in Barcelona that significantly reduce the rent for tenants whose activities have been suspended following the declaration of the COVID-19 state of emergency and the regulations arising from it during a minimum period of six months since the declaration.

The measure is aimed at protecting, giving support and facilitating the maintenance of our city’s local commerce in the current conditions, by promoting rent reductions for the establishments and, at the same time, acting as an incentive and recognition that owners are contributing towards the continuity of commercial activity on the city's streets.

Barcelona is adopting a digital transformation model to implement new technologies in commerce as a way of creating opportunities and benefits for local commerce.

Grants awarded to carry out projects, activities and services in the spheres of local development, the promotion of jobs and the social and solidarity economy.

The grants are intended to provide the funding necessary for the city’s districts and neighbourhoods by empowering those developing socio-economic activities in the city with the aim of making it more sustainable over time and more resilient to economic fluctuations. That means bolstering projects with a social vocation or return which improve people’s quality of life and reduce socio-economic inequalities.

Applications for grants can be submitted from 29 April to 29 May 2019. To attend this call, you have to do it by electronic means, from the Procedures Portal of the City of Barcelona.

Call for subsidy applications from children and young people for doing sport outside school hours during the 2019-20 school year

The Barcelona Institute of Sports (IBE) has approved the regulatory terms and conditions and the call awarding subsidies to children and young people for doing sport outside school hours during the 2019-20 school year

The aim of the IBE's call is to promote the pursuit of sporting activity among children and teenagers from low-income family units, thereby ensuring that no child is excluded from doing sport for financial reasons.

The Barcelona Institute of Culture (ICUB) has approved the terms governing the awarding of subsidies equivalent to the amount payable under the 2018 landed property tax for cultural establishments offering private exhibitions or cultural commerce in the city of Barcelona.

ICUB's intention in announcing this call is to help cultural venues open to the public meet the cost of the landed property tax.

The application period is from 12 June to 3 July 2019 (both dates inclusive).

Legal persons who wish to apply for this subsidy must do so online through the Barcelona City Council procedures portal and natural persons can submit their application either online or in person. Barcelona is adopting a digital transformation model to implement new technologies in commerce as a way of creating competitive opportunities and benefits for local commerce.

Grants awarded to carry out activities and projects promoting and strengthening the social and solidarity economy in the city of Barcelona.

Activities and projects awarded grants must promote activities of public or social interest which contribute to the objectives set out in the plan to boost the social and solidarity economy 2016-2019. That means they must promote and strengthen the work areas set out in the plan, including and developing common elements which define the transformational character of the social and solidarity economy, such as democratic and participatory management, being based around human needs and being committed to the community.

The subsidies awarded under this campaign will be for investments initiated from 1 July 2017 onwards, and which finish before 31 December 2018, for carrying out minor building work established in section 1.1 of the terms and conditions, in City of Barcelona establishments that are not the property of the City Council or any other administrations, and which are used as centres of worship, in accordance with the provisions of Decree 94/2010, of 20 July, for the implementation of Act 16/2009, of 22 July, concerning centres of worship.

Grants and subsidies allocated to improving, arranging and adapting Barcelona's association base sports facilities (managed by non-profit clubs and entities) and their provision of sports equipment

Barcelona City Council is allocating a line of grants and subsidies to renovating sports facilities.

Private sports facilities managed by non-profit entities can benefit from a new line of grants and subsidies opened by the Barcelona Institute of Sports, provided that they are managed by non-profit clubs, entities or associations. For the Commissioner for Sport, “this is yet another line of support we are offering the city's sports associations, a network whose everyday work promotes grass-roots sport; we believe we have to be at their side and facilitate the valuable work they do”.

Basically, the concepts that qualify for subsidies are projects that invest in safety; adapting to federation regulations, accessibility and the removal of architectural barriers, energy efficiency; provision of activated sports equipment, and other improvement work.

The Barcelona Institute of Sports is funding this first campaign with the amount of €400,000.
