Subsidies for implementing work-inclusion initiatives as part of the “Amunt!” Project

This subsidy focuses on innovative pilot projects for developing social-inclusion itineraries, with the aim of helping to promote equality and the fight against poverty. The subsidies will be used to finance the implementation of work-inclusion initiatives aimed at the 1,000 people taking part in the pilot project “Amunt!” [Up!]. You can find information on initiatives that qualify for subsidies in Article 5 of the call for applications.

Applicants for these subsidies must be non-profit legal persons in the third social sector that prioritise work with groups who are at risk of, or in a situation of, social exclusion and which, within their scope of action, tackle the work inclusion of these groups from the perspective of skills acquirement. The beneficiary organisations may group together for the purpose of developing projects that result from shared interests. The group must name a single representative or proxy to present the subsidy application and act as sole intermediary between the group and the awarding body.

Subsidy applications must be submitted online, using Barcelona City Council’s Virtual Procedures Website [Es].

Subsidies for self-employed workers and new members of worker cooperatives in the city of Barcelona 2022 (activa autòno+)

Granting of subsidies for self-employed workers and new members of worker cooperatives in the city of Barcelona to support the start of their economic activity.

Barcelona City Council aims to provide support to unemployed people who are registered residents in the city and have started a new economic activity as self-employed workers (individual businesspeople) or new members of worker cooperatives, under the terms and conditions provided for in the regulatory provisions approved by the Government Commission on 7 July 2022.

Grants for young and emerging research projects 2022

Barcelona City Council is committed to consolidating the city's position as a leader in the field of knowledge creation and transformation. To this end, the Barcelona Science Plan 2020-2023, which seeks to consolidate the city's scientific community and promote a favourable environment for research centres, universities and the entrepreneurial and productive fabric of Barcelona to develop quality research in the city, was presented in 2020.

The purpose of this call is to award grants for scientific research and knowledge transfer projects through competitive bidding to support emerging scientific research, as well as:

·          To consolidate the city's emerging scientific and research ecosystem, generating opportunities and facilitating scientific careers in Barcelona.

·          To contribute to the generation of ideas, innovative responses and scientific evidence on the city's urban challenges in order to inform future policy decisions.

·          To encourage open access and dissemination of research results to the public, allowing the transfer of knowledge, with a desire for public visibility and feedback.

The call is open to both natural and legal persons in accordance with the terms and conditions by which it is governed. If the applicant is a natural person, they assume the role of Principal Investigator (hereinafter, "PI") and, if the project is awarded a grant, that of beneficiary. If the applicant is a legal person, it assumes the role of applicant and, if the project is awarded a grant, that of beneficiary.

Call for subsidy applications for the renovation and provision of technical equipment intended for private cultural creation, experimentation and dissemination spaces and for bookshops and cinemas for the year 2022

The purpose of this call is to regulate the Barcelona Institute of Culture's awarding of subsidies for funding projects aimed at “renovating, modernising and providing technical equipment for private spaces for cultural creation, experimentation and dissemination, bookshops and cinemas that carry out their activities in Barcelona”.

These subsidies are available to natural or legal persons responsible for managing the beneficiary spaces of these subsidies, with the corresponding operating licence (corresponding activity permit or opening communication), where appropriate (excluding the cases stated in the call). Each applicant may submit only one subsidy application for each space they are responsible for, except for bookshops, which may submit a category C application and a category D application.

  • Category A. Independent, privately owned, artistic and cultural creation, experimentation and exhibition spaces.
  • Category B. Live culture spaces, small format, local spaces with a social-coordination role, with a capacity for under 150 individuals, which carry out a regular cultural programme.
  • Category C. Bookshops.
  • Category D. Bookshops and publishers. For purchasing own-display materials for sale outside, to replace the materials ruined during Diada de Sant Jordi / St George's Day 2022.
  • Category E. Cinema halls with seven or fewer exhibition halls.

Legal persons, under Article 14 of Act 39/2015, of 1 October, on the common administrative procedure for public authorities, must fill in and submit their applications through Barcelona City Council’s Online Procedures Office . Under Article 14.1 of Act 39/2015, of 1 October, natural persons may apply remotely, through Barcelona City Council’s Online Procedures Office or face to face, having requested an appointment with a Citizen Help and Information Office (OAC) or with the Citizen Culture Office (OCCU).

The application submission period: from 22 June to 20 July 2020 (first and last dates included).

 

Call for subsidy applications for investments to carry out acoustic impact studies on live music establishments for the year 2022

This call is aimed at premises for public use or cultural dissemination that have or are in the process of obtaining a permit authorising them to host live music performances, or at establishments that intend to carry out an acoustic impact study for the purposes of cooperating with the improvement or modernisation of Barcelona’s private cultural creation, production, dissemination and commerce establishments, or their adaptation to the city's current regulations in force.

Establishments that are adapting or intend to adapt their facilities for live music performances may apply for a subsidy under the following categories:

·         Category A: Small-format venues, with a capacity of fewer than 150 people, cultural dissemination spaces, and similar (live music establishments, bars, cafés, restaurants etc.,), which intend to adapt their premises for the purposes of amplified live music performances.

·         Category B: Medium- and large-format venues, such as concert halls, festival halls, music bars, discotheques, and similar, with a capacity of 150 people or more that host or intend to host amplified live music performances.

These subsidies may be applied for by natural or legal persons responsible for managing the spaces that will be the beneficiaries of the subsidies. The establishment must be located within the city of Barcelona and have made the investments in 2022 or will make them in 2023 and finish them before 30 September 2023.

It is mandatory for legal persons, under Article 14 of Act 39/2015, of 1 October, on the common administrative procedure of public authorities, to fill in and submit the application through the Online Procedures Office in Barcelona City Council’s e-Office. Under Article 14.1 of Act 39/2015, of 1 October, natural persons may apply remotely, through the Online Procedures Office in Barcelona City Council’s e-office or face to face, having requested an appointment with a Citizen Help and Information Office (OAC) or with the Citizen Culture Office (OCCU).

Call for subsidy applications for investments in information and communication technologies to carry out experimentation and innovation projects in 2022

Through this call, the Institute of Culture aims to promote the undertaking of experimental and innovative projects, featuring citizens as the main focus of action, which explore new languages and methodologies in cultural activities and digital creativity. The call revolves around three themes:

·         Type A: New media

·         Type B: Virtual, augmented and mixed reality

·         Type C: Technologies for learning

Natural persons registered to pay taxes in Spain can apply for these subsidies, as can legally constituted entities from the spheres of culture, creativity and innovation. Applicants must be professionals, companies, associations, coworking spaces, universities or public or private foundations.

Legal entities, under Article 14 of Law 39/2015, dated 1 October, on common administrative procedure for public authorities, will have to fill in and submit their applications through the Virtual Procedures Office found at the Barcelona City Council's e-headquarters. Natural persons, under Article 14.1 of Law 39/2015, dated 1 October, will be able to complete their applications either online, through the Virtual Procedures Office on the Barcelona City Council’s e-headquarters, or in person, by appointment at a Citizen Help and Information Office (OAC) or by appointment at the Citizen Office for Culture (OCCU).

The application period is from 22 June to 20 July 2022 (inclusive). 

Subsidies for one-off artistic, literary or technological projects, or any other cultural discipline of interest to the city of Barcelona 2022

The purpose of this call is to award subsidies, on a competitive basis, for carrying out projects of any cultural discipline of interest to the city, that are exceptional, unique and one-off, and performed between 1 January and 31 December 2022 in the city of Barcelona.

These activities and proposals promoted by the city's cultural fabric have, due to their unique and exceptional nature, a special relevance and impact in their field, and also represent an additional effort as regards the ordinary activity of the organising entity, which is why this call aims to support such projects, as well as those being promoted for the first time.

There are two categories:

Category A: anniversaries, special events and celebrations.

Category B: new projects or first editions.

The application period is from 10 June to 1 July 2022 inclusive.

All persons covered by Article 14 of Act 39/2015, of 1 October, on the Common Administrative Procedure of the Public Administrations, shall have to fill in and submit their application and all the other formalities associated with the subsidy-award procedure through the City Council’s virtual office seuelectronica.ajuntament.barcelona.cat/oficinavirtual/ca, following the instructions given on this procedures portal.

The preferred method for natural persons and other subjects to submit their candidatures will also be through the above-mentioned e-office. In the exceptional case of submitting an application in person, notwithstanding Article 16 of Act 39/2015, of 1 October, on the Common Administrative Procedure of the Public Administrations, these documents may be presented at any of the General Registry offices in the districts, any municipal manager’s office or any municipal institute.

Subsidies aimed at retailers’ associations for municipal markets in Barcelona 2022

The goals of this call are to provide economic support for retailers to meet the everyday costs of their facilities, and to drive other measures to add vitality to commerce, helping the market become stronger as an essential social driver for neighbourhoods from the perspective of commerce and economic activity.

The forms for applying and detailing general overheads can be downloaded from the website Mercats de Barcelona. Applications are to the Barcelona Municipal Institute of Markets and are to be presented solely in an electronic format via the Barcelona City Council e-headquarters. The procedure is started by clicking on “general application (start of online procedure)” and users must have an electronic certificate.

The period for submitting applications and documents will run from 20 May to 17 June (inclusive).

Subsidies as part of the “aparadors vius” programme

Barcelona City Council is promoting these subsidies to make commercial establishments more attractive from the outside, in turn making for more pleasant shopping streets. This is to be achieved by changing full frontal shutters for slatted ones or other similar types which enable passers-by to see inside the establishments and see their window displays even when they are closed.

This will make window displays and the products on sale on the premises visible outside opening hours. These 24-hour shop windows will promote commercial activity, prevent unwanted graffiti (these types of shutters make graffiti difficult) and at the same time give visibility to all commercial premises outside opening times, consequently adding more vitality to shopping streets.

Subsidies can cover costs relating to the supply, transport and installation of shutters, according to the requisites of the call.

The financial outlay or maintenance costs for which the subsidy is requested must correspond to investments made between 1 January and 31 December 2022 (inclusive).

The following must be submitted along with the application documents:

  • Invoice(s) if the expenditure was already made within the call’s period of eligibility.

  • Budget(s) for the envisaged expenditure for change of shutter at the commercial establishment whose subsidy is being applied for (the budget must include all the data that are stated in a commercial invoice) if the expenditure has not yet been made; as well as photo(s) of the shutter where the shop’s sign is displayed and, if possible, the street number.

The application period is open from 17 May to 30 September 2022 (inclusive). Any applications made outside this period will not be accepted. Subsidy applications must be submitted online, using Barcelona City Council’s Procedures Website.

Presentation of justification of the subsidised activity: deadline 31 March 2023.

Subsidies for the christmas lighting campaign in public streets in the city for 2022

Retail associations representing the sector are working closely with Barcelona City Council to promote city and local commerce through a series of initiatives for the Christmas period. The aim is to generate the right atmosphere and conditions for stimulating demand during one of the most important periods of economic activity in the year.

Building on this collaboration, the City Council has now published a call for subsidy applications for Christmas street lights in the city for 2022.

The application period is open from 17 May to 14 June 2022 (inclusive). Any applications made outside this period will not be accepted. Subsidy applications must be submitted online, using Barcelona City Council’s Procedures Website.

Presentation of justification of the subsidised activity: the deadline is 31 March 2022.

Subsidies and grants for planning, managing and monitoring community development plans (El Besòs i el Maresme, Esquerra de l’Eixample and La Sagrera) for 2022-2023

Call for subsidy and grant applications, awarded on a competitive basis, for carrying out community-action plans, programmes and projects between 1 January 2022 and 31 December 2023. The projects must last at least eighteen months. There are two categories:

Category A: planning, managing and monitoring the community development plan and process for the El Besòs i el Maresme neighbourhood

Category B: area-based projects within the framework of community action in the Esquerra de l’Eixample and La Sagrera neighbourhoods

The projects that are subsidised must have social cohesion and inclusion as their main goal and be carried out under community initiatives promoting social relations, a sense of belonging or cooperation between members of a specific community space. The projects must promote activities of public or social interest aimed at transforming:

— the strength (empowerment) of the community

— the improvement of living conditions (responding to needs)

— social inclusion/cohesion

The application submission period is from 13 to 27 May 2022, first and last days included.

The application form must be filled in and submitted to the City Council website, following the instructions provided on this procedures portal.

Subsidies for companies within the framework of the 2022 crea feina plus Barcelona programme

The 2022 Crea Feina Plus Barcelona programme represents a new Barcelona City Council initiative to boost job creation in the city, with the general aim of promoting the recruitment of 330 people who are currently unemployed. Other specific goals include revitalising the labour market by supporting companies with the capacity to create jobs, promoting the growth of beneficiary companies, and facilitating entry to the labour market for the unemployed, especially people who fall within groups that have particular difficulties finding work, such as young people, women, and the over-45s, as well as those in groups at risk of social exclusion. This measure will help create better job opportunities for people arriving from Ukraine as a result of the humanitarian crisis caused by the Russian invasion.

The period for submitting applications and documents will run from 2 June to 25 November 2022 inclusive.

Subsidy call for activities to facilitate the inclusion of young children in volunteer-led educational leisure activities 2022

The aim of this call is to facilitate the inclusion of children in educational leisure activities carried out by volunteer-led organisations that ensure educational community involvement through non-profit organisations that is accessible, participatory and inclusive for all children in the city. As a result, grants will only be awarded to projects with the following aims:

a. To boost access to leisure activities for children, particularly those from vulnerable families.

b. To promote volunteer-led community involvement through non-profit organisations for children and young people.

C/ To promote networking by supporting youth associations registered with the Register of Youth Entities of the Directorate-General for Youth.

d. To increase the effectiveness and efficiency of resource use and management in volunteer-led organisations specialising in leisure activities.

e. To foster social cohesion and inclusion through universal access to leisure.

f. To foster social and cultural values.

The period for submitting applications will run from 3 to 16 May 2022 (inclusive)

 

2022-2023 inclusion in the ordinary labour market (iolm) open call - (impd)

Subsidies will be granted by competitive tendering. This financial support is intended for private non-profit entities whose mission or aim is to provide care and support for people with disabilities and/or mental disorders. They must have a labour inclusion service for the ordinary job market and not act exclusively within the framework of sheltered work or similar programmes. The activities or projects that will be awarded subsidies must strive to improve the effectiveness and efficiency of labour inclusion management for people with disabilities on the ordinary job market. The specific aim is to foster high-quality employment and boost empowerment, autonomy, and breaking down accessibility barriers in the labour inclusion processes on the ordinary job market. This initiative also intends to make high-quality, individual inclusion support processes possible and encourage businesses to hire people with disabilities.

The period for submitting applications starts on 19 April and ends on 9 May, both days inclusive.

Applicants will need to provide an Annual Activities Report for 2021, together with the documents specified in the “Call for Applications” section

Subsidies for research and innovation projects in collaboration with ” the La Caixa foundation” 2022

The subject matter of this 2021 call for applications is the awarding of subsidies for research and innovation projects, on a competitive basis, provided by the Barcelona City Council in collaboration with the “la Caixa” Foundation, under the agreement signed on 11 May 2021, establishing the governing rules approved by the Governing Commission on 1 July 2021.

This call aims to have a positive impact on society by generating evidence for informing future policy decisions and providing an impetus for the city's research network, through the establishment of synergies between research teams, participation from third-sector organisations and the promotion of open access for all citizens to the results of the research.

Projects must be based on research into urban challenges falling within the following categories:

  • Ageing and quality of life.

  • Mobility and environmental respect and protection.

Projects eligible for a subsidy must meet the following requirements:

  • Address urban challenges from a metropolitan, interdisciplinary perspective.

  • Aim to provide scientific evidence for inspiring Barcelona’s future political decisions.

  • Be original, without prejudice to the fact research lines already embarked on by the applicants may be registered there or continued.

  • Deal with subjects from a local perspective, taking into account the context of Barcelona and its metropolitan area.

  • Be carried out within a maximum period of eighteen months as from their date of notification.

  • In addition, the projects must take the gender perspective into account in their treatment of scientific issues, their research group’s composition, that is, the natural persons carrying out the project, and their methodologies.

  • Not have obtained a subsidy for the same project in calls launched by Barcelona City Council, in collaboration with the ”la Caixa” Foundation, for subsidy applications for research and innovation projects in 2019 and 2021.

The procedure for awarding subsidies in this 2022 call will be open on a publicly competitive basis, but only projects that are run by a group of legal persons, at least two of which must be institutions with research as one of their main activities, will be eligible for submission.

The application period is from 5 April to 19 May 2022 (first and last dates included).

 

Subsidies for installing approved platforms for pavement terraces in the city of Barcelona

The subject matter of this call for subsidy applications is the award of subsidies on a non-competitive basis, intended for (natural or legal) persons that own a restaurant, bar or café establishment and the like, that have had a permit for an approved pavement terrace granted within the framework of Covid-19 exceptional terrace decrees, that obtain a new permit for installing an approved pavement terrace, in accordance with the Sole Transitory Provision of the Terraces Byelaw granted final approval at Barcelona City Council’s Full Municipal Council Meeting of 23 December 2021, published in the Barcelona Official Province Gazette (BOPB) on 29 December of that same year, and that meeting the terms, conditions and requirements set out in Sections 5, 6 and 7 of this call for subsidy applications.

The following expenses are deemed eligible for subsidies:

  • Expenses relating to the supply, transport and assembly of the pavement’s extension platform for the purposes of installing a terrace there in accordance with the four approved models.

  • Duly justified technical procedural and replanning expenses (such as management expenses, expenses corresponding to the fees of the professional expert staff involved and the like).

  • Expenses for purchasing the mandatory platform as a basic element of the pavement terrace.

Investment expenses for the installation of an approved pavement terrace must have been made within the period starting from 1 January 2022 and ending on 31 December 2022 (first and last days included). The deadline for submitting the justification shall in any case be on 31 March 2023.

Resolution

2022 call for applications for subsidies for carrying out projects within the framework of the climate emergency in Barcelona

The Government Commission gave its approval on 24 March 2022 to the 2022 call for applications for subsidies with the framework of the climate emergency in Barcelona for carrying out projects which, under the Climate Plan, now the Action Plan for the Climate Emergency for 2030, help to create and implement initiatives for effectively tackling climate change that are carried out by groups of three or more legal persons on a collaborative basis.

Legal persons are eligible for the subsidies provided they submit projects in groups of at least three entities and comply with the goals and requirements of sections 4, 5 and 6 of the Rules governing the awarding of financial aid for the implementation of projects within the framework of the Climate Plan.

The leading entity of the group must fill in and submit applications online through Barcelona City Council's e-Office, following the instructions stated on that procedures portal, in accordance with Article 14 of Act 39/2015, of 1 October, on the administrative procedure of public administrations.

The application-submission period, initially planned to run from 31 March to 13 May, has been extended to 16 May (first and last days included).

Call for grant and subsidy applications for the socio-economic promotion of the territory 2022

Barcelona City Council's “Impulsem el que fas” subsidy programme for socio-economic promotion in the territory aims to generate wealth in city neighbourhoods and districts by empowering the actors who develop their socio-economic activities there, promoting the use of the territory’s own resources to further those socio-economic activities in a sustainable way over time and making the city more resilient to economic fluctuations. It has the following categories:

  • Category 1: “Amunt persianes” [Shutters up]

  • Category 2: Socio-economic innovation and the social and solidarity economy in strategic sectors, focusing on the territory

  • Category 3: Fostering high-quality employment in the local area

  • Category 4: Responsible and sustainable tourism in the local area

  • Category 5: Sustainable food and responsible consumption

  • Category 6: Urban last-mile goods distribution centres

The period for submitting applications is from 15 March to 22 April 2022 (both dates inclusive).

Subsidies to strengthen and reactivate the social and solidarity economy 2022

Projects or activities for which grants and subsidies will be awarded must promote activities of public or social interest for the city of Barcelona and be aimed at achieving the goals of the Barcelona Strategy for the Social and Solidarity Economy 2030 – to revitalise and strengthen an economy for life in the city – as well as the Municipal Plan to boost the social and solidarity economy in the city for 2021-2023. Projects seeking funding to promote and strengthen common elements that define the transformational character of the social and solidarity economy, such as democratic and participatory management, a focus on human needs and a commitment to the community, linked to the following:

  • Promoting measures for awareness and dissemination, drive and visibility as an alternative economic model.

  • Implementing measures to generate new social and solidarity economy initiatives in the city leading to the creation of jobs.

  • Measures for the transformation of commercial companies, economic organisations and non-profit associations into organisations of the social and solidarity economy that give rise to stable and sustainable employment.

  • Promoting measures to strengthen and enhance current social and solidarity economy initiatives.

  • Putting in place measures to improve structure and cooperation and create hubs for attracting, scaling up and helping business activity grow.

  • Activities directly linked to strategy areas, levers for support and the city’s goals in the SSE Strategy 2030 BCN, as well as city projects and work groups that develop them.

This subsidy call can benefit:

  • Legal persons.

  • Groups of legal persons, public or private.

  • Groups of natural persons, including business people or individual business people, in the process of constituting a cooperative.

  • Groups of natural persons from projects in the community and collaborative economy for the common good which have not been formalised.

  • Any legal person with a cooperative transformation project.

Subsidies for the digital transformation of Barcelona’s shops, restaurants and bars for the year 2022

Barcelona has adopted a digital transformation model that encourages the use of new technologies in shops, restaurants and bars as a source of opportunities and competitive advantages in today’s ever more digital and omnichannel economic and social environment. The main municipal goals are as follows:

-          Continue improving the level of digital maturity of neighbourhood shops, restaurants and bars to accommodate the increasingly digital needs and habits of consumers in Barcelona.

-          Speed up the digital transformation of neighbourhood shops, restaurants and bars, creating competitive advantages for establishments with an increasingly active presence on the internet and social media.

-          Help establishments to develop their online sales channels and deploy omnichannel business strategies.

Given the municipal interest in supporting this area, a non-competitive call for subsidy applications is being launched for the digital transformation of the city’s shops, restaurants and bars for the year 2022.

The application submission period is from 3 to 30 May 2022, so any application submitted outside that period will not be accepted. Subsidy applications must be submitted online, using Barcelona City Council’s procedures portal.

Call for subsidy applications from organisations working in the areas of global justice and international cooperation in 2022

Call for subsidy applications as part of the “Global Justice Cooperation Programme”, the “Global Justice Cooperation Programme for Specific Cities” and the “Global Justice Education Programme” for projects starting in 2022.

The procedure for awarding these grants is a competitive public tender, by public bid, in accordance with Article 22 of Act 38/2003, of 17 November, on general grants.

The aim of these subsidies is to provide the necessary resources for achieving the strategic goals set out in the Master Plan for Cooperation and Global Justice 2018–2021, which will be implemented through the specific objectives set out in this call.

Applications may be submitted during a period of 15 working days, from 4 to 24 February (inclusive). Any applications made outside this period will not be accepted.

Call for subsidy applications for Barcelona community action projects for 2022-2023

Call for subsidy and grant applications, awarded on a competitive basis, for multi-annual projects to be carried out within the framework of community action in Barcelona between 1 January 2022 and 31 December 2023.

The projects forming the subject matter of the subsidies must be set within the framework of the goals of the Community Action Services Department, as reflected in Municipal Community Action Plan for 2018-2022, in accordance with the goals and aims established in the call for subsidy applications.

The period for submitting applications will run from 19 January to 7 February 2022, both dates inclusive.

 

 

Call for grants from the Department of Animal Protection to non-profit organizations and associations for the control and care of the population of cat colonies in the city of Barcelona 2022

The purpose of these grants is to control and look after Barcelona’s feral cat population as well as to:

• Encourage the control of cat colonies and thereby prevent the exponential growth of this population.

• Promote a census and identification of colonies to estimate their population densities and establish points for urgent, priority and necessary action to control new colonies and incorporations into those already established.

          • Encourage and foster healthy conditions in public areas.

          • Disseminate good practices and responsible-ownership principles.

Projects that are eligible for grants will have to control and look after the feral cat population through sterilisation according to the CSR method (capture, sterilisation and return).

The application period will be for 20 working days, from 10 January to 4 February 2022, first and last days included.

Barcelona Crea grants 2021

Barcelona City Council, through the Institut de Cultura de Barcelona (Barcelona Institute of Culture), has announced grants to support creation, called the Barcelona Crea grants. The aim of these grants is to contribute to maintaining the cultural and scientific impulse of the city by offering resources to develop artistic research and innovation processes. In the 2021 edition, these grants are intended to support the pre-production processes that accompany the creation of artistic proposals (conceptualisation, gestation, research, experimentation, documentation...) in the fields of literature, music, audiovisual, scripts, popular cultures, performing arts, visual arts, as well as proposals that link art and science. 170 grants of 6,000 euros each are available.

The call is open to both natural and duly incorporated legal persons and to groups of natural or legal persons. The minimum age to be a beneficiary is 18 years old. The calendar year in which the call for applications is published is used as a reference.

In order to ensure that these grants can reach as many people as possible, each person or organisation applying for these grants can only present a single application for a single category. In this sense, consideration will be given to the natural or legal person applying. If more than one application is received from the same person, only the first one registered will be accepted.

The deadline for submitting applications is from 30th December 2021 to 4th February 2022 (both inclusive)

Justifications must be submitted before 31st March 2023. This justification consists of submitting a detailed report of the activity carried out.

Barcelona City Council has published its call for grants and subsidies for district and city projects, activities and services.

The application period for 2022 is open from 7 to 31 January inclusive. The application submission period has been extended until January 31.

Call for subsidies to reduce poverty and precariousness among women within the framework of the strategy to combat the feminisation of poverty and precariousness (2016-2024) for 2022

The subsidies will be aimed at projects conceived within the framework of the Strategy Against the Feminisation of Poverty and Precariousness 2016-2024 (hereinafter, the EFPP), taking into account its specific characteristics. The projects must promote activities of public or social interest aimed at the reduction of female poverty and precariousness in the city of Barcelona in the short, medium and long term, ​​in accordance with the goals set by the Directorate for Gender Services and Time Policies of the Municipal Manager’s Office, including the EFPP and the specific contents established in the subsidy call.

Subsides may be awarded to natural persons or legal persons in any of the following forms who fulfil the goals and requirements of the subsidy scheme and fall under these terms and conditions:

- Non-profit organisations.
- Groups of individuals with projects for the reduction of female poverty and precariousness that have not been formalised.

On 24 November, the Official Gazette of the Province of Barcelona published the change to the regulating terms and conditions and the subsidy call within the framework of the Strategy Against the Feminisation of Poverty and Precariousness (2016-2024) for 2022, with the application period running from 25 November to 24 December 2021, first and last dates included.

Persons covered by Article 14 of Act 39/2015, of 1 October, on the common administrative procedure for public administrations, are required to fill in and submit the application through the City Council's e-headquarters https://seuelectronica.ajuntament.barcelona.cat/oficinavirtual/ca, following the instructions set out on this site. All other persons who are not required to engage with the administration electronically should also preferably use this same means. In the exceptional case of presenting an application in person, without prejudice to article 16 of Act 39/2015, of 1 October, on the common administrative procedure for public administrations, these documents can be presented at any offices forming part of the general registry indicated in document appendix 1, with prior appointment with Barcelona City Council.

 

 

Subsidies for planning, managing and monitoring multi-year community development plans and processes (PPDC) in Barcelona for 2022-2023

Non-profit legal persons may apply for and receive these subsidies provided they are incorporated and active and have their head office or a branch in the district corresponding to the community development plans and processes that are eligible for this call. They will have to carry out the activity envisaged for the award in accordance with the requirements established in the 3rd rule of the rules governing calls for subsidy applications within Barcelona’s community action framework.

Projects that are eligible for the subsidy must have social cohesion and inclusion as their main goal and must be carried out through community initiatives promoting social relations, a sense of belonging and cooperation between members of a specific community space.

The projects must explain active policy strategies for incorporating the gender perspective and attending to and empowering vulnerable groups, populations with functional diversity and from different backgrounds. The projects to be subsidised must promote activities of public or social interest that have transformational intentions, in accordance with the goals of the Community Action Services Department, as reflected in the framework document entitled “Towards Community Action Public Policy” and which are summarised as follows:

·         Strengthening (empowerment) of the community.

·         Improvement of living conditions (responding to needs).

·         Social inclusion or cohesion.

Call for subsidy applications for multi-annual projects (2022-2023) aimed at improving Barcelona’s female sex workers' access to social and employment rights

Call for subsidy applications, awarded on a competitive basis, for supporting multi-annual projects that are aimed at empowering female sex workers and improving their access to social and employment rights in Barcelona and which would start in 2022 and finish by 31 December 2023 at the latest. 

This call centres on improving the employability of sex workers; care and advice for sex workers indoors and access to basic social and economic rights for sex workers in emergency and highly vulnerable situations.

Subsidies for natural and legal persons holding stalls at the Mercabarna wholesale market specialising in organic products, Biomarket

The aim of these rules is to regulate how subsidies are awarded to natural and legal persons holding one or more stalls, under a lease, at the Mercabarna wholesale market specialising in organic products, Biomarket, so they can adapt and condition said stalls for the activity they intend to carry out, thereby guaranteeing the feasibility and continuity of the activity, with the goal of promoting organic and sustainable food and making it available to city residents, to raise awareness and ensure everyone is given access to a fairer, healthier and more sustainable food. 

Under the provisions of Article 14 of Act 39/2015, of 1 October, on the common administrative procedures of public authorities, it is mandatory for eligible applicants to submit their application (duly filled in and signed) and all the other documents required in the call for subsidy applications, online, through a secure website protected with user name and password https://ajut-uabarcelona.mercabarna.es. This website will feature the data-collection form and the subsidy's management application and will issue the application form that has to be submitted through another procedure to the municipal Electronic Register.

Subsidies for children and young people to do sport outside school hours during the 2021-2022 school year

Award of public aid to encourage children and teenagers, aged 6 to 17 (and up to the age of 19 for teenagers with learning difficulties) and members of low-income families, to take up sports activities outside school hours, with organiser entities recognised by the Barcelona Institute of Sports, to ensure that no minor will be excluded from the pursuit of sport for economic reasons.

The subsidy is aimed at family units with incomes equal to or under 10,000 euros per year for each family-unit member.

Income per family member is calculated on the annual income declared by the whole family, divided by the total number of members, bearing in mind that an extra family member is added in the following cases:

  • When a family member has a disability officially accredited by the Government of Catalonia of at least 33%.
  • When the Catalan government has officially recognised the status of single-parent family.

Either way, applicants accrediting the lowest incomes in each section will get priority.

The 2021 Crea Feina Plus Barcelona programme represents a new Barcelona City Council initiative to boost job creation in the city, with the general aim of encouraging the recruitment of 450 to 500 people who are currently unemployed. Other specific goals include revitalising the labour market by supporting companies with the capacity to create jobs, promoting the growth of beneficiary companies, and facilitating entry to the labour market for the unemployed, especially people who fall within groups that have particular difficulties in finding work, such as young people, women, and the over 45s.

Subsidies for research and innovation projects in collaboration with the La Caixa Foundation

Barcelona City Council aims to launch a call for applications for subsidies intended for science, research and innovation projects in collaboration with the La Caixa Foundation, within the framework of the Barcelona Science Plan for 2020-2023.

The purpose of these subsidies is to research innovative solutions in the fields of ageing and quality of life, mobility and environmental respect and conservation, to contribute towards Barcelona’s modernisation, in accordance with sustainable development goals (SDGs).

A further aim is to mainstream technological transformation among citizens as an accessible tool and encourage citizen participation in research activities on issues that directly affect them.

The projects have to be original and focus on one of the following three subject areas:

  • Ageing and quality of life.
  • Mobility and environmental respect and protection.
  • Sustainable city: new technologies applied to housing, space and public services.

 

Projects eligible for a subsidy must meet the following requirements:

 

  • Address urban challenges from a metropolitan, interdisciplinary perspective.
  • Aim to provide scientific evidence for inspiring Barcelona’s future political decisions.
  • Be original, without prejudice to the fact research lines already embarked on by the applicants may be registered there or continued.
  • Deal with subjects from a local perspective, taking into account the context of Barcelona and its metropolitan area.
  • Be carried out within a maximum period of eighteen months as from their date of notification.
  • The projects must take gender issues into account in their treatment of scientific subjects, methodology and research-group composition.

 

The procedure for awarding the subsidies provided for in these rules shall be on a public competitive basis.

The application-submission period will start on 13 August and end on 13 September (first and last dates included).

Subsidies for maintaining business activity in the tourism and leisure sectors

Barcelona City Council is promoting extraordinary financial aid for the tourism and leisure sectors, to help mitigate the impact of the Covid-19 crisis and the government measures adopted. This campaign subsidises the maintenance costs of business activities during the period in which, due to the application of health regulations or the lack of tourist occupation, the income from the activity was very low or non-existent.

 

Business activity maintenance expenses are considered to include consumption (water, gas, electricity, telephone), rent, installation maintenance, administrative management, insurance policies, staff and fiscal expenditure carried out from 15 March 2020 to the date of the call for applications.

Subsidy beneficiaries may include legal persons who carry out their activity in the city of Barcelona within the tourism or leisure sectors in the following areas of activity, according to their Economic Activities Tax (IAE) classification, determined in the call for applications.

The procedure for awarding the subsidies shall be on a non-competitive basis, according to Article 5.2.b) of the General Regulations on municipal subsidies, until the budget allocation has been spent.

The application period is from 29 July to 28 September 2021 (first and last dates included).

Subsidies to provide support for investment projects in commercial establishments or activities, services, catering, night-time leisure or tourist accommodation

The goal of this campaign is to award subsidies, on a competitive basis, until the budget appropriation has been spent, with the aim of making the City of Barcelona's economic activities more competitive, digital, accessible and able to respond to people's new expectations for acquiring safe, sustainable and environmentally-efficient products and services, by providing support for investment projects.

 Investment projects eligible for subsidy are considered to be those whose objective is to introduce, expand or improve the installations or operations of commercial economic activities, services, catering, night-time leisure or touristic accommodation located in the City of Barcelona. The investment projects that apply for a subsidy must have been carried out or be carried out within the time period dating from the start of the state of alert, on 14 March 2020, to 31 December 2021 (including those days), and must comply with the conditions and requirements described in sections 3, 6, 7 and 8 of this Call for Applications. 

The beneficiaries of these subsidies may include natural or legal persons who own an economic activity concerning commerce, services, catering, night-time leisure or tourist accommodation, located in the City of Barcelona; in the case of housing for touristic use (HUTs), only management companies that comply with the conditions and requirements described in the Call for Applications may apply.

 For legal persons and natural persons who are obliged to communicate electronically with the Administration, due to Article 14 of Act 39/2015, of 1 October, concerning common administrative procedures for public administrations, the procedure must be carried out using telematic means. 

The application period starts on 10 August and ends on 17 September 2021 (both dates inclusive).

This call is aimed at cultural-dissemination establishments that attract public audiences, which have or are in the process of obtaining a licence allowing them to stage live music, or establishments who want to carry out a noise-impact study to find out the requirements for obtaining a permit or a licence allowing them to stage live music.

These grants are available to natural or legal persons who are responsible for managing venues which are eligible for these grants and who have the appropriate operating licence (if required).

These grants are available to natural or legal persons responsible for managing spaces that are beneficiaries of these subsidies, with the corresponding operating licence, where appropriate. Subsidies to support the reactivation of establishments in the local economy in the city of Barcelona

Barcelona City Council is launching these special subsidies to foster the reactivation of the economy, assisting with investments costs by the city’s local economic network, including shops, services, bars and restaurants, night-life venues and tourist accommodation. The subsidies are aimed at businesses in ground floor premises or giving onto the street, to help with costs resulting from the effects of restrictions on opening and capacities, or having to adapt because of the Covid-19 pandemic.

Investment costs which may be covered by the subsidies include those aimed at “reactivating economic activity at the establishment” with better conditions in terms of health, sustainability, energy efficiency, digitalisation and accessibility. Costs for which subsidy applications are made must be for investments made in the period between the start of the state or emergency, on 14 March 2020, and 31 December 2021 (inclusive).

The procedure for awarding subsidies will be conducted on a non-competitive basis and the selection will be made according to the established requisites and criteria, by chronological order of the receipt of applications, until the budget is used up.

Those awarded subsidies must justify the application of the funds received by supplying the invoice/s or the expenditure budgets made or planned, which must accompany the application. Where budgets are provided at the time the application is made, the corresponding invoices must then be provided before 31 March 2022.

For cases where the space assigned for stating investment expenses (point 3 of the declaration application form) is insufficient, you will need to attach the “Annexe to Point 3 (list of expenses)” document to the application.

The application period is open from 12 to 30 July, both dates inclusive.

Given the extension to the application period approved by the Government Commission on 29 July 2021, the new period established is from 12 July to 9 September 2021 (first and last days included).

Subsidies for the 2021 city’s Christmas street lights campaign

Retail associations representing the sector are working closely with Barcelona City Council to promote city and local commerce through a series of initiatives for the Christmas period. The aim is to generate the right atmosphere and conditions for stimulating demand during one of the most important periods of economic activity in the year.

Building on this collaboration, the City Council has now published a call for subsidy applications for Christmas street lights in the city for 2021.

The application-submission period will run from 7 July to 15 September 2021, first and last dates included. No application submitted outside this period will be considered. Subsidy applications can be made online, using Barcelona City Council's Procedures Portal.

Subsidies for one-off projects: artistic, literary, technological, etc., of interest for the city (ICUB)

This call is aimed at awarding subsidies, on a competitive basis, for carrying out artistic, literary, technological or cultural projects, of interest for the city, which are exceptional, unique and one-off and performed between 1 January and 31 December 2021 in the city of Barcelona.

An activity here shall be understood as exceptional or unique where, unlike an ordinary activity, it is not carried out every year; activities or events that are held every year will therefore not be subsidised.

The application-submission period is from 1 to 21 June 2021, first and last days included.

The grants awarded under this campaign must be used for investments starting from 1 April 2021 and ending by 31 May 2021 inclusive, for the purpose of carrying out minor building work as established in section 3.1 of the specific terms and conditions, in establishments in the city of Barcelona not belonging to the City Council or other public bodies that are to be used as places of worship in accordance with the provisions of Decree 94/2010 of 20 July, implementing Act 16/2009 of 22 July on places of worship.

The Institute of Culture (ICUB) has approved the “call for applications for subsidies equivalent to the net amount payable under landed property tax for cultural establishments offering private exhibitions or cultural commerce”. With this call, the ICUB aims to support cultural dissemination activities in the city of Barcelona by covering part of the tax payable by cultural establishments.

The application submission period is from 6 to 27 May 2021 (inclusive).

Given the impact that the COVID-19 health crisis and the measures taken by the government have had on the music sector in general, particularly as regards holding music concerts, this subsidy call aims to encourage promoters to resume this activity in summer 2021. The aim is to regulate the awarding of subsidies through a non-competitive application process to individuals or legal entities promoting music concerts that will take place between 20 May and 30 September 2021 at the Fòrum and Olympic Ring in the city of Barcelona.

Having determined that no challenges were made to the terms and conditions during the public display period, and that they have now received final approval along with the subsidy call, the application period of fifteen calendar days now begins, that is, from 18 May to 1 June 2021.

 

Subsidy call for activities to facilitate the inclusion of young children in volunteer-led educational leisure activities 2021

The aim of this call is to facilitate the inclusion of children in educational leisure activities carried out by volunteer-led organisations that ensure educational community involvement through non-profit organisations that is accessible, participatory and inclusive for all children in the city. As a result, grants will only be awarded to projects with the following aims:

a. To boost access to leisure activities for children, particularly those from vulnerable families.

b. To promote volunteer-led community involvement through non-profit organisations for children and young people.

c. To promote networking by supporting youth associations registered with the Register of Youth Entities of the Directorate-General for Youth.

d. To increase the effectiveness and efficiency of resource use and management in volunteer-led organisations specialising in leisure activities.

e. To foster social cohesion and inclusion through universal access to leisure.

f. To foster social and cultural values.

The application period is from 29 April to 12 May 2021 (inclusive).

 

 

 

2021 call for applications for grants to promote activities and initiatives focused on animal welfare and protection

The aim is to award grants by inviting non-profit associations and organisations to submit applications to support the funding of the implementation of initiatives focused on animal welfare and protection. These grants are destined to fund projects and activities whose primary focus is the protection and welfare of animals within the city. Grant applications are limited to three per association/ organisation. 

Grant applications will be accepted from legal entities who submit a request for funding for an initiative they plan to implement that is in line with the aims of the scheme.  

The application period is from 9 April to 6 May 2021 (both dates inclusive).

Subsidies for the digital transformation of Barcelona’s shops, restaurants and bars for the year 2021

Barcelona has adopted a digital transformation model that encourages the use of new technologies in shops, restaurants and bars as a source of opportunities and competitive advantages for local shops, restaurants and bars. The main municipal goals are as follows:

  • To facilitate the digital transformation of neighbourhood shops, restaurants and bars and to create competitive advantages through online activity.
  • To improve the level of maturity of neighbourhood shops, restaurants and bars.
  • To meet the new needs of Barcelona’s digital consumers.

Given the municipal interest in backing this area, the first call for subsidy applications is being launched on a competitive basis, for the digital transformation of the city's shops, restaurants and bars for the year 2021.

By agreement of the Government Commission of September 9, 2021, the initial amount allocated to this call has been increased by 250,000.00 euros, to a total of 1,250.00.00 euros

The application-submission period provided for is from 31 March to 13 May 2021, first and last days included, so any application submitted outside that period will be rejected. Subsidy applications have to be made online, using Barcelona City Council's Procedures Portal.

 

Grants and subsidies for the strengthening and reactivation of the social and solidarity economy 2021

The projects or activities for which grants and subsidies will be granted must promote activities of public or social interest for Barcelona city whose aim is to help achieve the goals of the Barcelona Strategy for the Social and Solidarity Economy 2030 – to revitalise and strengthen an economy for life in the city as well as the Municipal Plan to boost the social and solidarity economy in the city for 2021-2023. The projects proposed for a grant or subsidy promote and strengthen the common elements that define the transforming nature of the social and solidarity economy, such as democratic and participatory management, a focus on human needs and a commitment to the community.

·       Promoting measures for awareness and dissemination, drive and visibility as an alternative economic model.

·       Implementing measures to generate new social and solidarity economy initiatives in the city leading to the creation of jobs.

·       Measures for the transformation of commercial companies, economic organisations and non-profit associations into organisations of the social and solidarity economy that give rise to stable and sustainable employment.

·       Promoting measures to strengthen and enhance current social and solidarity economy initiatives.

·       Putting in place measures to improve structure and cooperation and create points of attraction capable of scaling and growing business activity.

·       Activities directly linked to the ESS 2030 BCN strategy’s strategic lines, support levers and city goals.

Given the number of projects submitted, their quality and their contribution to the development of the objectives above, and in order to be able to subsidize some of the applications that could be rejected due to lack of budget, by agreement of the Governing Commission of July 1, 2021 the budget allocation has been increased by 75,000 euros, leaving the overall final budget of the call set at 1,275,000 euros

Call for grant and subsidy applications for the socio-economic promotion of the territory 2021

Barcelona City Council’s programme of grants and subsidies for the socio-economic promotion of the territory “Impulsem el que fas” aims to provide the city’s neighbourhoods or districts with the necessary resources by promoting projects with a social aim or return that improve people’s quality of life and reduce social and economic inequalities.

This call includes the following categories:

·       Category 1: Revitalisation of vacant ground floor premises

·       Category 2: Socio-economic innovation and the social and solidarity economy in strategic sectors and with a focus on the territory 

·       Category 3: Promotion of quality occupancy in the territory

·       Category 4: Responsible and sustainable tourism in the territory

·       Category 5: Barcelona World Sustainable Food Capital

·       Category 6: Urban last-mile goods distribution centres

·       Category 7: Creative industries in the region

The application period is from 6 April to 5 May 2021 (inclusive).

In view of the increase in the number of projects submitted and their quality, and in order to be able to subsidize some of the applications that could be rejected due to lack of budget, by agreement of the Government Commission of 1 July 2021 the budget allocation has been increased by 225,000 euros, leaving the overall final budget of the call set at 3,425.00 euros

Call for subsidy applications to the Department for Animal Protection from non-profit organisations and associations, for controlling and looking after Barcelona’s cat colonies in 2021

The purpose of these grants is to carry out work for controlling and looking after Barcelona’s feral cat population as well as to:

  • Foster control of cat colonies to prevent the exponential growth of this population.
  • Promote a census and the identification of colonies to estimate their population densities and establish points for urgent, priority and necessary action to control new colonies and incorporations into those already established.
  • Promote and boost healthy conditions in public areas.
  • Disseminate good practices and responsible-ownership principles.

The projects eligible for grants will have to control and look after the feral cat population through sterilisation, under the CSR method (catch, sterilise and return).

The application period will run for 20 working days,  from 26 March to 26 April 2021, both dates inclusive.

 

 

Call for subsidy applications from organisations working in the areas of global justice and international cooperation in 2021

Call for subsidy applications as part of the “Global Justice Cooperation Programme”, the “Global Justice Cooperation Programme for Specific Cities” and the “Global Justice Education Programme” for projects starting in 2021.

The procedure for awarding these grants is a competitive public tender, by public bid, in accordance with Article 22 of Act 38/2003, of 17 November, on general grants.

The aim of these subsidies is to provide the necessary resources for achieving the strategic goals set out in the Master Plan for Cooperation and Global Justice 2018–2021, which will be implemented through the specific objectives set out in this call.

Applications may be submitted during a period of 15 working days, from 18 February to 10 March 2021. Any applications made outside this period will not be accepted.

Subsidy call for district and city projects, activities and services for 2021

Call for subsidies to help with liquidity of sports organisations in connection with the Covid-19 crisis (Barcelona Institute of Sports)

The purpose of this subsidy is to benefit the liquidity of non-profit organisations directly fostering sports activities in Barcelona on an ongoing basis, to help ensure they can fulfil their financial obligations for the 2020-21 season.

This call excludes organisations which do not operate on a non-profit basis, which do not include the practice and promotion of physical activity and sport as part of their social goal, and which are not aimed at minors, as well as sports federations (except those for sports for people with functional diversity, which will be able to benefit).

Three basic parameters will be taken into account to determine the amounts of subsidies:

  • Rents for facilities located in the city of Barcelona, exclusively and solely to foster and promote sport and physical activity. The subsidy calculation will not  take into account obligations that entities may have with other tenants to guarantee other non-sports or complementary ends (social, administrative, commercial, storage facilities etc.).
  • The start of sports competitions, and more precisely registration costs (licences) for sportspeople with their respective sports federations or the CEEB (Barcelona School Sports Council). This parameter does not take into account licences for people over 18, specialist staff, representatives or any other person not considered a sportsperson below legal age.
  • Contracting of professional staff for promotion, instruction and support for sports services.

Subsidies for companies that expand their work staff by taking on unemployed people: “Crea feina, Barcelona!”

The “Crea feina, Barcelona!” programme represents a new Barcelona City Council initiative promoting the creation of jobs in the city, with the general goal of encouraging the recruitment of 300 unemployed people. Other specific goals include revitalising the labour market by supporting companies with the capacity for creating jobs, promoting the growth of beneficiary companies and facilitating the entry of jobless people into the labour market.

Special consideration will be given to the promotion of the measure among companies carrying out activities in one of the sectors considered strategic by Barcelona City Council, as well as egalitarian gender distribution of the people hired associated with grants, without this involving the prioritisation of these companies in accessing subsidies.

It should be borne in mind that:

  • Applications must be registered within a maximum period of one month as from the date of signing of the contract invoked for the subsidy, and always within the established application deadline.
  • A single copy of it can be presented, for use for all the applications of the person(s) hired. Submitted documents that are not accompanied by the corresponding application will not be considered, except where such documents are to be attached to a procedure that has already been initiated.  
  • The subsidies referred to under this programme are voluntary and temporary, are freely revocable and reducible according to the cases provided for by the general regulations for subsidies and their regulatory terms and conditions, do not create any right to obtaining other subsidies in subsequent years and may not be adduced as a precedent.
  • The subsidies are to be granted on the condition that they satisfy the general-interest purpose and they are non-refundable, without prejudice to their reimbursement in the cases provided for under Barcelona City Council’s regulations governing subsidies.
  • The subsidies are compatible with any other granted by other authorities or public or private bodies, including municipal subsidies granted for other projects.
  • They are also compatible with tax allowances and exemptions.
  • Subsides may not be granted where they are for an amount which, together with other subsidies, allowances or financial aid received, exceed the cost of the hiring to be made by the beneficiary.

The period for submitting applications and documents, which was originally from 15 October to 20 November 2020, has been extended until 30 June 2021. The new period for submitting applications is therefore from 15 October 2020 to 30 June 2021 inclusive.

Multiannual grants within the framework of the strategy against the feminisation of poverty and precariousness (2016-2024) in the city of Barcelona 2020-2021

The grants will be aimed at projects conceived within the framework of the Strategy Against the Feminisation of Poverty and Precariousness 2016-2024 (hereinafter, the “EFPP”), taking into account its specific characteristics. The projects must promote activities of public or social interest aimed at the reduction of female poverty and precariousness in the city of Barcelona in the short, medium and long terms, ​​in accordance with the goals set by the Department of Gender Services and Time Policies of the Municipal Manager’s Office in charge of the EFPP and the specific contents established in the grant call.

Grants may be awarded to natural persons or individuals in any of the following forms who fulfil the goals and requirements of the grant scheme and fall under these terms and conditions:

.- Non-profit organisations.
.- Groups of individuals with projects for the reduction of female poverty and precariousness that have not been formalised.

Published on 23 July in the Official Barcelona Province Gazette (BOPB), the general terms and conditions received final approval, given that no suggestions or challenges had been presented during the period of public scrutiny.

The call for long-term subsidy applications was published in that same gazette (BOPB) on 28 August, under the framework of the 2016-2024 Strategy against the Feminisation of Poverty and Precariousness in the city of Barcelona, with an initial application submission period from 31 August to 21 September.

An amendment to this call was published in the BOPB on 15 September 2020 and a new submission period of fifteen working days established, counting from the day following the date of the amendment's publication, that is, until 7 October 2020.

Grants for the development of projects within the framework of the climate emergency in the city of Barcelona

On 18 June 2020, the Government Commission approved a grant call for the development of projects within the framework of the climate emergency in the city of Barcelona. The aim of the grants is to provide financial resources and support to projects promoted by citizen organisations leading to actions that supplement the existing strategies against climate change. The projects must take concrete action to help address the climate emergency in an effective manner. In other words, they must have a significant impact both on the reduction of greenhouse gas emissions and in taking steps to adapt to those effects that have already taken place, always with the most vulnerable people at the heart of such actions.

The projects must propose innovative solutions to the city's socio-environmental problems that make it possible to improve existing practices and models, while also increasing society’s capacity for action through the creation of new collaborative relationships. In other words, they must be relevant in terms of social innovation.

The application period is from 26 June to 27 July (inclusive).

Call for subsidy applications for multi-annual projects (2020-2021) aimed at improving the access of Barcelona’s female sex workers to social and employment rights

Call for subsidy applications, awarded on a competitive basis, for supporting multi-annual projects aimed at empowering female sex workers and improving their access to social and employment rights in Barcelona. These projects would start in 2020 and finish by 31 December 2021 at the latest.

This call is centred on areas for improving access to training and employment in economic sectors other than sex work, as well as access to information and social, employment, legal and health-care assistance for women who perform sex work in enclosed spaces, and access to basic social and economic rights for people performing sex work in cases of emergency and highly vulnerable situations.

The period for submitting applications will run from 12 November to 18 December 2019, both dates inclusive.

Barcelona Institute of Culture’s call for grant and subsidy applications for research and innovation projects under the 2019 Barcelona Science Plan

Barcelona City Council, through the Institute of Culture and with the participation of ‘la Caixa’, is showing its commitment to high-quality research on issues that concern Barcelona society through its call for grant and subsidy applications for research and innovation projects under the 2019 Barcelona Science Plan.

One of the aims of this new line of subsidies is to obtain scientific proof that may inspire future policy decisions in the city in two major areas:

1. Ageing and quality of life

2. Mobility and respecting and protecting the environment.

The beneficiaries are groups of at least three institutions, third sector organisations or companies, two of which must be organisations dedicated to research, and at least one of which must be based in the municipality of Barcelona.

Specific terms and call for activity maintenance grants awarded by Barcelona City Council to companies in the tourism and leisure sectors

At its meeting of 17 June 2021, the Government Commission initially approved the terms of the grants and the 2021 call for grants by Barcelona City Council for companies in the tourism and leisure sectors. These terms, which were initially published in the Official Gazette of the Province of Barcelona (BOPB) on 22 June, were amended and republished in the 25 June issue of the BOPB.

The aim of this call is to help with the costs of maintaining business activities in the tourism and leisure industry in the city of Barcelona, whose activities have been badly hit by the health regulations or the reduction in the number of tourists as a result of the situation caused by Covid-19.

These terms will be subject to a public scrutiny period of 20 working days from the day immediately following the date of their publication in the Official Bulletin of the Province of Barcelona, i.e. from 28 June to 23 July 2021 inclusive, and will be definitively approved provided that no claims or arguments requiring their modification are submitted during this period.

The aim of the “Barcelona FU Subsidies” programme is to provide support for companies that carry out their activity on the Barcelona Food Unit site, supplying food to the public, in an effort to soften the impact of the fall in sales and economic activity they are facing as a result of the measures adopted by the Catalan and Spanish governments to combat the spread of Covid-19.

This extraordinary subsidy will go to companies carrying out their economic activity – supplying food to the public – on the Barcelona Food Unit site, which have suffered a fall in sales compared to the same period last year (March, April, May and June 2019) but have continued to keep their establishments open, thus ensuring the jobs of their employees and guaranteeing the supply of food products to Barcelona citizens..

Subsidies for children and young people for sports outside school hours, academic year 2020-21 (Institut Barcelona Esports)

Granting of public aid in order to encourage the practice of sports activities to children and adolescents aged between 6 and 17 years (except in the case of adolescents with intellectual disabilities that is extended up to the age of 19) members of low-income family units, outside school hours in organizing entities approved by the Institut Barcelona Esports, in order to guarantee that no minor can be excluded from the practice of sport for economic reasons.

The subsidy is aimed at family units with an income equal to or less than 9,000 euros for each member of the family unit.

Disposable personal income will be calculated by dividing the declared annual income of the entire family unit by the total number of members, taking into account that one more member is added in the following cases:
• When a member of the family unit has a disability, officially recognized by the Generalitat de Catalunya, with a minimum of 33%.
• When the status of single-parent family has been officially recognized by the Generalitat de Catalunya.

In any case, priority will be given to applicants who prove the lowest incomes in each tranche.

Call for subsidy applications for the ''La meva llar'' programme (IMPD)

The Municipal Institute for People with Disabilities has opened a call for subsidy applications for carrying out initiatives adapting dwellings located within the Barcelona municipality, where people with a disability or reduced mobility reside, to improve their personal independence by enabling interior mobility, removing architectural barriers and increasing safety in the domestic environment.

The initiatives eligible for subsidies are as follows:

  1. Functional adaptations of dwellings where a person with a disability permanently resides and which improve its accessibility.
  2. Interventions with the incorporation of home-automated features in the dwelling that enable the independent living of people with a disability.
  3. The incorporation of devices relating to communicative accessibility inside the dwelling.

All expenses eligible for subsidies will include the concept of maintenance or replacement owing to deterioration associated with use.

Excluded from consideration as eligible for subsidies are initiatives relating to the appearance rather than the accessibility of the dwelling, initiatives in the building's common spaces, work on the exterior part of the dwelling and support products that are not part of the dwelling's functional adaptation and which are not fixed or permanent in the dwelling, with the exception of equipment for improving the household’s accessibility for groups with a sensory disability.

The period for submitting applications starts on 28 September and ends on 9 November, first and last days included.

Extraordinary grant call for investments and current expenses relating to work to adapt spaces or the acquisition of goods and services needed to adapt cultural venues to Covid-19 measures

The aim of this grant call is to regulate the award of grants by the Barcelona Institute of Culture to fund investment projects and current expenditure arising from work to adapt spaces and/or in relation to the acquisition of goods and services needed to adapt cultural venues in the city of Barcelona to the new health measures against Covid-19.

These grants are available to legal persons and individuals who own the cultural venues and are the holders of the related operating licences. Only one application for each type and venue will be accepted.

The application period will run from 4 August to 14 September 2020 inclusive.

With the exception of individuals, who may apply in person at the General Registry offices, all applicants must apply electronically through Barcelona City Council’s Procedures Portal.

Call for subsidies equivalent to the amount payable under the landed property tax for cultural establishments offering private exhibitions or cultural commerce in the city of Barcelona in 2020

The Barcelona Institute of Culture (ICUB) has approved the terms governing the awarding of subsidies equivalent to the amount payable under the 2019 landed property tax for cultural establishments offering private exhibitions or cultural commerce in the city of Barcelona. ICUB's intention in announcing this call is to help cultural venues open to the public meet the cost of the landed property tax.

The application period is from 9 July to 29 July 2020 (inclusive).

Legal persons who wish to apply for this subsidy must do so online through the Barcelona City Council procedures portal and natural persons can submit their application either online or in person. Applications can be submitted in person, by appointment only, at the Citizen Help and Information Offices (OAC) registries. Subsidies for the 2020 City Christmas Street Lights Campaign

Retail associations representing the sector are working closely with Barcelona City Council to promote city and local commerce through a series of initiatives for the Christmas period. The aim is to generate the right atmosphere and conditions for stimulating demand during one of the most important periods of economic activity in the year.

Building on this collaboration, the City Council has now published a call for subsidy applications for Christmas street lights in the city for 2020.

Hence the publication on 17 June in the Official Barcelona Province Gazette of the particular terms and conditions and the call for applications and the opening of a public information period for 20 work days. The application-submission period provided for is from 12 August to 14 Setember 2020, so any application submitted outside that period will be rejected. Subsidies to incentivise rent reductions for commercial premises in activities affected by the COVID-19 crisis

Barcelona City Council is launching financial aid aimed at natural and legal persons acting as landlords of properties intended as commercial premises in Barcelona that significantly reduce the rent for tenants whose activities have been suspended following the declaration of the COVID-19 state of emergency and the regulations arising from it during a minimum period of six months since the declaration.

The measure is aimed at protecting, giving support and facilitating the maintenance of our city’s local commerce in the current conditions, by promoting rent reductions for the establishments and, at the same time, acting as an incentive and recognition that owners are contributing towards the continuity of commercial activity on the city's streets.

The application period for subsidies, on a competitive basis, for the renovation and adaptation of establishments used for worship by religious organisations during 2019-2021.

The subsidies awarded under this campaign will be for investments initiated from 1 April 2019, and which finish before 31 December 2021, both dates inclusive, for carrying out minor building work established in section 1.1 of the terms and conditions, in city of Barcelona establishments that are not the property of the City Council or any other administrations, and which are used as centres of worship, in accordance with the provisions of Decree 94/2010, of 20 July, for the implementation of Act 16/2009, of 22 July, concerning centres of worship.

The aim of these subsidies is to offer schools and colleges catering for all levels and age groups in the city of Barcelona resources to develop an educational action plan on sustainability. The plan should span one or three school years and will form part of the ‘Barcelona Escoles + Sostenibles’ [More Sustainable Schools] programme.

Applicants must present the following documents, duly stamped and signed, within the specified application period:

• Basic document 1: application form for the subsidy. This contains a statement of compliance, which replaces the administrative document at the time the application is made.

• Basic document 2 - Project description. This is a PDF document, generated by the project editor and available at the Escoles + Sostenibles website. It should be presented together with basic document 1.

The application period is open from 26 June to 10 August both inclusive.

Call for applications for grants in 2020 to mitigate the effects of the Covid-19 health crisis on projects in Barcelona city's cultural sector

The aim of this call is to award grants by means of a competitive application procedure to subsidise the city's 2020 cultural projects affected by the health crisis resulting from Covid-19, as well as new projects created as a result of this impact, from the date of entry into force of the first safety measures ordered by public authorities until 31 December 2020. “Affected cultural projects” means all those projects that have had to be fully or partially cancelled, rescheduled or reformulated, as well as new projects born as a result of this impact.

The application period is from 15 June to 6 July 2020 inclusive.

Call for subsidy applications for active inclusion in the ordinary labour market (IMPD)

Subsidies aimed at private non-profit entities whose business purpose or mission is to assist and support people with a disability and/or mental disorder, and which have a service for active inclusion in the ordinary labour market and do not act exclusively within the framework of the protected mark or the like.​ The activities or projects that are to be subsidised shall have to promote improved effectiveness and efficiency in managing the labour inclusion of people with a disability in the ordinary labour market, with the specific aim of promoting quality employment, boosting empowerment and independence and reducing obstacles to accessibility in the processes for labour inclusion in the ordinary market, enabling individual and quality accompaniment processes in inclusion and promoting the recruitment of people with disabilities in the business arena.

The application period starts on 12 June and ends on 3 July.

 

Subsidies for humanitarian action and emergencies arising from the Covid-19 outbreak

Granting of extraordinary subsidies within the framework of the call for responses to a particular emergency, for humanitarian and emergency action arising from the Covid-19 outbreak and provided on the initiative of non-profit organisations accredited in advance by the City Council as experts in humanitarian action and emergencies, in countries receiving Official Development Assistance (ODA), prioritising the healthcare sector (including healthcare-technology transfers), water, sanitation and hygiene and means of livelihood.

Call for grant applications from the city’s freelance workers affected by a halt to or drop in their economic activity (Barcelona Freelance+ programme)

Through Barcelona Activa, Barcelona City Council is offering €300 grants to the city freelancers worst affected by the Covid-19 outbreak, whether because they have seen sales drop by more than 75% or because they have had to close their establishment or business. The aim is for these grants to supplement financial help being from other authorities. The grants can be applied for from 20 May to 30 September 2020.
