The Institute’s first-level structure is divided into four directorates: 

  • The Directorate for Conservation Services is tasked with planning, coordinating and managing the city’s green spaces, trees and flower beds, as well as the internal logistics associated with such management (nurseries, machinery and vehicles). This directorate encompasses projects and the people in charge of public spaces, infrastructure and the protection of greenery.
  • The Directorate of Strategic Planning Services is responsible for establishing the strategic planning for the design and distribution of the city’s green infrastructure, and it is a key part of the urban agenda in the fight against the climate emergency. It also represents the Institute as an institution and aims to turn the city’s parks and gardens into benchmarks, both in Spain and worldwide. This directorate leads the Municipal Institute of Parks and Gardens’ strategy, and its duties include managing biodiversity.
  • The General-Services Directorate is tasked with managing the Institute’s resources to achieve the goals it has been given, which relate to human resources and their organisation, economic and administrative management, legal services, the analysis of management data, training and communication. This directorate’s responsibilities also include ​​evaluation, data and cartography.
  • The Directorate for Cross-Departmental Services with the Manager’s Office for the area is tasked with guaranteeing the coverage of the cross-departmental services of the Manager’s Office for Urban Services and the City Council in relation to the Institute and on its behalf, as well as the quality of the various certified processes to which it has committed.

The Institute only pays compensation for dismissal in the cases set forth in the Workers’ Statute.

Equality Plan for Parks and Gardens 2023-2027

The third Equality Plan for Parks and Gardens reaffirms the commitment of the Municipal Institute of Parks and Gardens to continue working towards equality between men and women, as well as addressing other areas of inequality such as age or disability. The plan is divided into nine action areas, each assigned a specific objective, a series of indicators and measures to achieve them.

The results of the preliminary diagnosis carried out before the plan was drafted are included as a complementary document. This diagnosis can be used to analyse the results of the application of the second Equality Plan, and to obtain data on the current status of the team, both in terms of organisation and perceptions.

Subsidies

The Barcelona Municipal Institute of Parks and Gardens does not grant subsidies.

The municipal government also has various face-to-face, telephone and online communication channels available for city residents to submit enquiries or requests for information. 

There are also several services for finding information, carrying out procedures, accessing the online register, and lodging complaints or making suggestions online.

Code of Ethics and Conduct

The Code of Ethics and Conduct applies to all aspects of Barcelona City Council and the municipal bodies that are linked to it or its subsidiaries at any level (independent bodies, public-owned companies, municipal trading companies and companies in which the City Council has a majority shareholding, as well as consortia, foundations and associations that are subsidiaries of Barcelona City Council).

It contains the ethical principles and values of good governance that must inform any municipal activity and regulates the rules of conduct that must be observed by the people to whom it applies.

Reporting channel

The Municipal Institute of Parks and Gardens’ Reporting Channel is a way to safely and anonymously reporting actions that may constitute an offence or an administrative infringement.

Public services and evaluation

The Survey on municipal services is a quantitative study conducted on a yearly basis that collects city residents’ perceptions of the city and their neighbourhood (level of satisfaction, problems and demands, evolution, etc.) and their opinions on municipal management. The study includes the scores for municipal management in green areas. 

Stakeholder register

Stakeholders are natural persons or legal entities and organisations without legal personality that, in defending their interests or those of third parties or a stakeholder, carry out activities that may directly or indirectly influence the drafting or application of public policies, the drafting of legislative proposals or decision-making.

The Stakeholder Register of Catalonia is the register of interest groups that participate in the drafting and applying public policies promoted by the Catalan public administrations. Like all other administrations, Barcelona City Council and its dependent entities are included in this register.
